2 Policy and Guidance

3 SEP Prep Guide (1)  OSD(AT&L)/SSE/ED released a draft SEP Prep Guide on 27 April for review by the SE Forum members and other SE personnel. More than 600 comments have been received to date  Adjudication of SEP Prep Guide comments is ongoing  48 hour review prior to final release  Release of SEP Prep Guide estimated mid-July

4 SEP Prep Guide (2)  New guide includes sections by program phase : Technology Development System Development & Demonstration Production & Deployment and Operations & Support  Each section is based on technical planning focus areas for that phase: Program Requirements Technical Staffing Technical Baseline Management Technical Review Planning Integration with Overall Management of the Program  Emphasizes technical planning throughout the total life-cycle, to include: Realistic estimates (cost, schedule, and performance) for programs early in the TD phase Design and supportability considerations for programs prior to the SD&D phase Early planning for Production & Deployment and Operations & Support phases

5 DAG Chapter 4 Update  OSD(AT&L)/SSE/ED released DAG Chapter 4 on April 27 for update by cognizant section owners Most section updates have been received at this time  Adjudication of Chapter 4 updates throughout this summer Integrating Ch 4 updates with Chs 5 (LCL), 9 (T&E), and 11 (PM)  Release of updated Chapter 4 to DAPWG by 30 Sept for their review Tied to the release of new policy in DoDI

6  Enclosure 12. Includes new policy on CM, DM, and ESOH and previously approved SE and related policies.  Enclosure 3. Table E3.T2. SEP is mandated at milestones A, B, and C.  § SE “shall be considered” during CR and TD.  § “System Design [phase of SDD] shall include the establishment of the functional, allocated, and product baselines for all configuration items.”  § Proceeding beyond the CDR. “The system-level CDR provides an opportunity for mid- phase assessment of design maturity as evidenced by measures such as successful completion of subsystem CDR; the percentage of hardware and software product build-to specifications and drawings completed and under configuration control.”  § System Demonstration. “The program shall enter System Demonstration when the program has successfully completed the system-level CDR and established an initial product baseline.”  § Program Support Reviews (PSRs) mandated for all MDAPs and “... shall be conducted prior to each milestone event, before approval of the SDD acquisition strategy, and at other times as directed by the USD(AT&L).” New SE Policy in Draft DoDI

8 Education & Training (SYS 101)  SYS 101: Fundamentals of Systems Planning, Research, Development and Engineering Technically rigorous, comprehensive online course that provides an introduction to systems engineering. Based around the 8 technical management processes and the 8 technical processes outlined in the Defense Acquisition Guide.

9 Education & Training (SYS 202)  SYS 202: Intermediate Systems Planning, Research, Development and Engineering, Part I Intermediate-level online course that provides a description of how the SE processes can be applied within the context of the various phases of the Defense acquisition framework. Course content includes the scope and role of SE and its key technical inputs and outputs; the key aspects of technical baselines and the role of technical reviews; and important design considerations.

10 Education & Training (SYS 203)  SYS 203 : Intermediate Systems Planning, Research, Development and Engineering, Part II Intermediate-level 1-week long classroom course that requires students to apply the DoD Systems Engineering processes and techniques learned in SYS 101 & 202. Students work in integrated product teams and apply systems engineering technical processes and technical management processes to a defense system across the various phases of the Defense acquisition framework.

11 Education & Training (SYS 302)  SYS 302: Technical Leadership in Systems Engineering Advanced 2-week long classroom course designed for senior DoD acquisition personnel. Focuses on the application of technical leadership skills within a typical DoD SE IPT environment. Students take turns leading and participating in an engineering team that analyzes and resolves a variety of technical engineering critical issues. Class exercises are supplemented by lessons on current policy, architectures, design considerations, ethics, etc.

12 Education & Training (CLMs)  CLE 003: Technical Reviews Presents essential practical guidelines for integrating several different technical reviews into the systems engineering process and DoD acquisition life cycle based on best engineering practices.  CLL 008: Designing for Supportability in DoD Systems Provides a comprehensive overview and introduction to incorporating the principles of systems engineering throughout the system life cycle to design, develop, produce, and sustain operationally reliable, supportable, and effective systems.

13 Education & Training (LOG 204)  LOG 204: Configuration Management Fast-paced, cross-disciplinary online course that provides the knowledge necessary to apply configuration management (CM) Includes the interrelationship of CM to such life cycle activities as systems engineering, data management, logistics support planning, and weapon system sustainment. Provides an overview of the concepts and basic practices of CM, including configuration identification, status accounting, audits and verification, configuration change management, performance measures, and CM planning.

15 Implementation of Strengthened Systems Engineering Certification Requirements (1) Restructuring –Retain the existing position category “SPRDE-Systems Engineering (SE)” with the current position code “S”. No impact on current SPRDE-SE certifications –Create a new position category called “SPRDE-Program Systems Engineer (PSE)” with a new position code effective 1 Oct 07. When the new code is available components can begin actual recoding of positions. –Intent is to target PEO Chief Engineer and MDAP Program Systems Engineer positions and recode them as SPRDE- PSE.

16 Implementation of Strengthened Systems Engineering Certification Requirements (2) Implementation –Mr. Anderson issued implementation guidance on 1 May 07 that included: Implementing Instructions/Guidance New PCD for SPRDE-PSE SPRDE-PSE Certification Standards for Levels I-III –DAU (AWCM) initiated action to obtain a code for SPRDE-PSE. New DCPDS code for SPRDE-PSE is expected to be “W”. –Components briefed their implementation plans at the March SE Forum.
