Design and Structural Specifications

Foreword For the protection of public life and property, the design of structures and the preparation of structural plans for their construction have to be controlled and regulated. For almost three decades now, this control has been exercised in this country by the National Structural Code of the Philippines with the initial publication by the ASEP of National Structural Code for Buildings. While attaining a legal status in its use as a referral code of the National Building Code, NSCP C is a publication of high technical value in matters of structural concerns.

Purpose of the Code  The purpose of this code is to provide minimum standards to safeguard life or limb, property and public welfare by regulating and controlling the design, construction, quality of materials pertaining to the structural aspects of all buildings and structures within this jurisdiction.

Scope of the Code  The provisions of this code shall apply to the construction, alteration, moving, demolition, repair, maintenance and use of any building or structure within this jurisdiction, except work located primarily in a public way, public utility towers and poles, hydraulic flood control structures, and indigenous family dwellings.

 Where, in any specific case, different sections of this code specify different materials, methods of construction or other equipments, the most restrictive provisions shall govern. Where there is a conflict between a general requirement and specific requirement shall be applicable. Whenever in this code reference is made to the appendix, the provisions in the appendix shall not apply unless specifically adopted.
