Issues Of Importance Revision Of Ceiling Of UI Rate: 1.Basis of initial fixation of highest rate (December 1999). (Extracts from ABT Order, Para 5.9.7, page 50): Since UI rate is proposed for overdrawals/under- generation during low frequency period, the rate has to be fixed to the costliest form of generation which is usually diesel generation. Cost Of Diesel Generation: Rs /unit Fixed Cost : Rs /unit Total Cost : Rs. 4.27/unit

Issues Of Importance Revision Of Ceiling Of UI Rate: Extracts from ABT Order, dated 04 th January, 2000, Para 5.9.7, page 50 : “The draft notification has also envisaged that UI rates should be separately notified from time to time, which means that any revision in diesel price could be incorporated and UI charges revised accordingly. The commission may review the charges as well as the corresponding frequency levels as and when necessary.”

Issues Of Importance Fallouts: Due to ceiling max UI rate at Rs. 4.20/unit :  In spite of high demands, states under-requisite from gas based stations on liquid firing as the highest UI rates are even lower than the liquid firing rates, while in real time they resort to overdrawals even at low frequency.  Around 500 MW capacity at the combined cycle gas based stations in NR remains unutilized even during low frequency due to non- availability of natural gas and non-requisition on liquid fuel, available without restrictions  NTPC Gas stations are also not maximizing the generation at low frequency (around 49.0 Hz) because the actual cost of generation of energy may be higher than the UI earnings foreseeable.

Issues Of Importance Suggested Measures: The maximum UI Rates can be enhanced based on the current diesel price: Current Variable Cost Of Diesel Generation: Rs. 5.00/unit Fixed Cost : Rs. 1.60/unit Total : Rs. 6.60/unit

Issues Of Importance Requirement To Change UI Rate Slope At Frequency Above 50.0 Hz :  Present Energy Charges For : Coal Pit Head Stations72 paise / KWh Hydro Stations64 paise / KWh  In the present UI tariff structure, the above stations have incentive to allow the generation to be backed down only at frequency 50.3 Hz and above  However, with the change in UI rate slope, these stations shall have enough incentive to allow the generation to be backed down at frequency above 50.0 Hz.

GUIDELINES/POLICY IS TO BE DEVICED FOR UTILISATION OF THIS AMOUNT AND THE TREATMENT OF BALNCE FUND UNTIL FINAL UTLISATION

INTER – REGIONAL POOL ASSET AMOUNT GENERATED REMAINS IN CURRENT ACCOUNT WITH ZERO INTEREST UNIFORM GUIDELINES ARE TO BE DECIDED FOR –TRANSFERRING THE FUND TO OTHER APPROPRIATE ACCOUNT –APPORTIONMENT OF CREDITS OF THE CONSTITUENTS

CALCULATION OF INTEREST INTEREST IS BEING CALCULATED IN VARIED MANNER BY RLDCs GUIDELINES ARE TO BE FORMULATED ON FOLLOWINGS:- –PERIDIOCITY OF THE INTEREST ACCOUNT. –ISSUING AUTHORITY OF INTEREST ACCOUNT –PAYMENT DATE OF CHARGES. –NEUTRILISATION OF DIFFERENCE IN THE TOTAL INTEREST PAYABLE AND RECEIVABLE

INTER REGIONAL UI CHARGES IN THE UI ACCOUNT OF SOME OF THE WEEKS NEGATIVE UI IS GENERATED. I.E. ONE REGION’S PAYABLE IS LESS THAN THE OTHER REGION’S RECEIVABLE. HOW TO OFFSET SUCH SITUATIONS.
