Data & Information Management Subcommittee Presentation to the Stakeholders Group June 16, 2005 Connecticut Juvenile Training School

Activities Undertaken 1.Identified existing data systems & their contents and makeup. 2.Reviewed youth data record list to determine sharable elements. 3.Identified one-time and recurring reports. 4.Inserted questions concerning data sharing into the larger survey instrument. 5.Reviewed the responses to the data sharing survey questions

Existing Data Systems CMIS, CONDOIT & LINK CMIS-CONDOIT interface Which elements in the existing data systems do we need to share? Which elements are needed for case management purposes related to individual youth? Which elements are needed for management reports related to the overall system?

One-Time & Recurring Reports Looked at various one-time reports regarding specific aspects of the system (girls services, mental health/jj, DMC, etc.) Developing suggested aggregate measures for ongoing management reports that can be used to gauge progress toward achieving outcomes of the strategic plan

Data Sharing Survey Administered along with the Legal subcommittee 46 respondents from probation, detention, DCF parole, prosecutors, public defenders & others Questions regarding how information is shared, what barriers exist to sharing information & what additional elements need to be shared

Survey Themes 1.Majority of information shared is background information. 2.Most of the information is shared at the time of intake. 3.Almost no information is shared electronically. 4.Most information is shared verbally & informally. 5.Respondents are unsure as to what information they can & cannot share. 6.There is a need to develop ongoing surveys in this area to determine levels of communication across agencies in the system.

Preliminary Findings Information must pass seamlessly and promptly amongst multiple users and for multiple purposes. The goals and objectives to be achieved will be the primary determinate of when and what data needs to be shared.

Preliminary Findings A positive peer culture program with defined goals must be developed to enable members of DCF and CSSD to get to know each other better and build trust Everyone must be trained concerning exactly when data can be shared and when it cannot. Confusion limits continuity.
