"INTER-AMERICAN BIODIVERSITY INFORMATION NETWORK (IABIN)" Fifth IABIN Council Meeting __________________ May 9-11, 2007 Punta del Este, Uruguay Sustainability of IABIN: Vision and Future

Objectives: Review fundraising efforts to support IABIN sustainability and make recommendations Review IABIN Vision and Future and make recommendations Review IABIN legal status and make recommendations Reference Documents: 4, 4.1, 6. Sustainability of IABIN: Vision and Future

The Project Implementation Plan outlines a $35 million project. IABIN was awarded $6 million from the Global Environment Facility (GEF) towards this plan. Co-financing of $28.9 million has been identified from 76 regional or national institutions and programs Sustainability of IABIN: Vision and Future

  The IABIN sustainability has two components: Sources of recurring funding (e.g., for the continued operation and technological development of TNs, support IABIN Council and IEC meetings, training activities, and communication, as well as to cover Secretariat staff salaries) must be identified It is anticipated that in order for the TNs to continue operation substantial resources will be needed that will be channeled trough the Coordinating Institutions (CIs). Participating countries must be assured of sustained internal funding for IABIN-related activities and to facilitate their efforts to continue promoting data interoperability at the national, regional, and global levels Sustainability of IABIN: Vision and Future

SECRETARIAT IEC NFP´S OASOAS OASOAS P O ‘S P O ‘S TNs Fundraising Fundraising ought to be a coordinated activity conducted by several actors

IABIN TNs should be operational no later than by the end of 2007 The network should explore other funding venues that capitalize on the technical developments and expertise it has developed Sustainability of IABIN: Vision and Future Elements of IABIN Fundraising strategy:

Develop project that advance tools development and that help fulfill countries' needs (mid-term / size projects) Develop projects geared at securing long-term sustainability of the Network Development of targeted “special IABIN projects” to support areas of interest of the network that can be advanced by interested parties such as a group of Focal Points or partners or a coalition of both Sustainability of IABIN: Vision and Future Elements of IABIN Fundraising strategy:

The Network needs to establish clear guidelines as to when and how IABIN name can be used by other organization to obtain grants or donations (10% recommendation) Establishment of a IABIN country members annual fee to cover in-country activities, IEC and Council Meetings (the amount of which can similar to percentage of fees paid to e.g., OAS or a set amount that could be in the range of US$500-1,000) Sustainability of IABIN: Vision and Future Elements of IABIN Fundraising strategy:

  Immediate future: Work with the Andean Development Corporation (CAF), IPGH and USGS-EROS Data Center, and others to design and execute the GeoSur Program. This program will, among other things, help expand the IABIN GeoSpatial Network to South America. For the first year of this program IABIN will execute ca. US$50K Pre-proposal “Enhancing Knowledge for Establishing Ecosystem Conservation Priorities in the Neotropics by Integrating Biodiversity and Geospatial Data,” submitted to the JRS Biodiversity Foundation for US$200K [jointly with the Association of American Geographers (AAG), World Conservation Society (WCS)-Belize office, and Virginia Tech. University] Sustainability of IABIN: Vision and Future Fundraising activities

USGS-NBII support for Secretariat salary (US$15K) and training (10K) IABIN has been approached by Environmental Consulting firms to provide services (mostly on biodiversity information management and training) under bidding proposals they are submitting Two Pre-proposals submitted to USAID (2006) IABIN-GITAN joint proposal IABIN- American Geographers Association Sustainability of IABIN: Vision and Future Fundraising activities
