PRESENTATION ON NORTH WEST HOUSING CO- OPERATIVES AND THE OLD GOVERNMENT STOCK

PRESENTATION OUTLINE INTRODUCTION &PURPOSE BACKGROUND STATUS OF NW HOUSING CO-OPERATIVES GOVERNMENT OLD HOUSING STOCK

INTRODUCTION & PURPOSE INTRODUCTION In terms of the draft first term programme of the human settlements portfolio committee, the committee will, on the 23 February 2011, deliberate on the report in respect of the North West Housing cooperatives and/or including the departmental old housing stock. This report will seek to table the project background of the cooperatives, the transition from the old ownership to the current management, as well as the impact of such transition. PURPOSE The report seeks to respond to the Portfolio Committees’ request for a report from the Department on the North West Province’s co-operative housing status and including old government stock.

BACKGROUND The North West Housing Co-operative The North West Provincial government, like any other provinces has a responsibility to create mechanisms for the growth and development of the rental housing sector and in its quest to eradicate housing backlogs it must support implementation of housing interventions of government’s social/rental housing programme through disbursement of Restructuring Capital Grant institutional subsidies and top-up grants to qualifying and accredited delivery agents in It should be noted however, that while the province continue developing rental housing projects (through mainly CRU), the co-operative model is not currently running in this particular province. What exists is the company called the North West Housing Corporation. including co-operatives. The North West Housing Corporation Due to the resolution by the then Bophuthatswana government to provide accommodation to the civil servants, 9 blocks of flats were constructed by the government to provide such and the North West Housing Corporation (NWHC) was set up to facilitate the construction and management of the stock which was then established in terms of the now called Social Housing.

Post 1994 elections when the Bophuthatswana government becomes the North West province, the government was also faced with the challenge of relinquish any responsibility to hold and manage the properties due to the resolution taken by the department of Public works to transfer all government assets to the public and interested parties. At this juncture the some staff members within the NWHC had acquired some loans from the Public Investment Company (PIC) and used the flats as security to the loans. A standoff between the NWHC and the members under the umbrella called Joint tenants Committee resulted in minimal rental collections, and this eventually led to a request for SAHCA to intervene, of which in that process a list of processes we agreed to by all parties. According to SACHA’s report primarily it was agreed that all properties were to be transferred into the ownership of the members, and be co-operatively owned, and that SAHCA would assist with education, incorporation and the management of all properties. In return NWHC was to facilitate the process of transferring the properties to the members, more so that the NWHC was in the process of a foreclosure.

BACKGROUND The NWHC began a process of trying to auction the properties off. The reason given was that, the NWHC is unable to pay off the loans acquired from the PIC as a result; they are compelled to sell off properties to raise funds and settle the loan. This sparked a frenzy of protests that eventually compelled the North West government to appoint an adhoc committee to assist the legislature to arrive at an informed position Apparently a report of the adhoc committee where the legislature was advised against selling the properties off was submitted and NWHC move to auction off all properties The North West Housing Corporation acquired all this from the former Bophuthatswana Government entity, an entity which the executive committee of the department dissolved, through the contract of sale agreement. The private entity which bought the project managed the project and individuals tenants in that project until to a time when tenants were unable to meet their contractual obligations towards rental payment, and the corporation decided to evict them.

Government Old Housing Stock The Portfolio Committee for Human Settlements has further requested information and data for the public rental stock (pre-1994) for the North West Province. This public stock refers to buildings that are in the ownership of the Provincial and Local authorities. It must be noted that in terms of the approved Community Residential Units Programme(CRU), these units if not transferred for ownership to individuals in terms of the Enhanced Extended Discount Benefit Scheme, they can be used for as rental stock in terms of CRU.
