5 Background Shelley’s new Department of Environmental Protection (DEP) disposal permit requires Third-party oversight Quarterly reporting Transfer of operations to new operator Board awarded new biosolids disposal contract for a Class B product in February 2011 Instructs staff to return to Board in nine months with an update report on Shelley’s performance

11 Performance Shelley’s initially not properly documenting citizens’ complaints Shelley’s now provides monthly reports relative to complaints or concerns The majority of the complaints received were for odor at the land application sites All complaints have been investigated by the Department of Environmental Protection to their satisfaction

12 Performance Overall performance meets program quality standards Staff recommendation is for one-year renewal under terms of existing contract with no price increase
