NATURAL ENVIRONMENT RESEARCH COUNCIL Why NERC Does Data Management NERC must have data available to support its mission. Many environmental data irreplaceable. Supports science base sustainability. Data holdings are one of NERC’s core assets.

NATURAL ENVIRONMENT RESEARCH COUNCIL Data Management in NERC Designated data centres responsible for NERC’s “data assets”. AEDC, BADC, BODC, EIC/NWA, NEODC & NGDC. Programme centres, eg. NEBC. Long-term commitment supported by Data Policy & Science Information Strategy.

NATURAL ENVIRONMENT RESEARCH COUNCIL Wider Drivers for Data Management Good scientific practice. Publishers and the ‘evolving’ journal. Access to research outputs. Development of ‘Public Policy’. –eg: OECD Principles & Guidelines.

NATURAL ENVIRONMENT RESEARCH COUNCIL Hierarchy of Drivers Level 0: deliver project. Level 1: meet ‘good scientific practice’. Level 2: support own science. Level 3: employer’s requirements. Level 4: funder’s requirements. Level 5: public policy requirements.

NATURAL ENVIRONMENT RESEARCH COUNCIL Roles, Rights & Responsibilities ‘Scientist’: Creation and use of data. ‘Data centre’: Curation of and access to data. ‘User’: Use of 3 rd party data. ‘Funder’: Set / react to public policy drivers. ‘Publisher’: Maintain integrity of the scientific record.

NATURAL ENVIRONMENT RESEARCH COUNCIL Scientist: Rights/Responsibilities Rights: –Right of first use. –Right to be acknowledged. –Right to expect IPR to be honoured. Responsibilities: –Manage data effectively for life of project (even if done by others). –‘Work up’ data so can be used by others.

NATURAL ENVIRONMENT RESEARCH COUNCIL Data Centre: Rights/Responsibilities Rights: –Right to be offered copy of data. –Right to select data of long-term value. –Right to manage data to best-practice. Responsibilities: –Manage data effectively for the long-term. –Meet needs of user communities. –To protect rights of data contributors.

NATURAL ENVIRONMENT RESEARCH COUNCIL User: Rights/Responsibilities Rights: –Right to re-use (non-exclusive licence). –Right to expect supporting metadata (user should have access to information about the data to make decision on usability). Responsibilities: –Abide by licence conditions. –Acknowledge creators / curators of data.

NATURAL ENVIRONMENT RESEARCH COUNCIL Funder: Rights/Responsibilities Rights: –Right to implement data policies. –Right to require those they fund to meet policy obligations. Responsibilities: –To consider wider, public-policy perspective, and needs of all stakeholders. –Engage stakeholders in development of policies. –Monitor and enforce data policies. –Resource post-project data management.

NATURAL ENVIRONMENT RESEARCH COUNCIL Publisher: Rights/Responsibilities Rights: –Right to expect data available to support publication. –Right to request data deposited in long- term repository before publication. Responsibilities: –Engage stakeholders in development of publication conditions. –Monitor and enforce publication conditions.
