Does the student have a documented disability (IEP or 504)? Does the student have a substantial impediment that will prevent him/her from obtaining employment independency and require MRS services in order to become employed? Will the student exit school within the next 2 years? Does the student want to work full-time or part-time? Does the student want to participate with an agency to receive employment services and supports? Has there been dialogue and is there support between the school, the student, the student’s family and MRS counselor about MRS services? ALL students who receive MRS services must have a disability which is defined as a physical or mental impairment that constitutes or results in a substantial impediment to employment. If no disability exist, a referral to MRS is not appropriate The presence of a disability alone does not necessitate the need for vocational rehabilitation services. Eligibility for MRS services is based on: Existence of a physical or mental impairment, substantial impediment to employment, and requires MRS services to prepare for, secure, retain or regain employment. For a minor student, family involvement is crucial in the decision making process to refer to MRS. If the parents of a minor student want the student to work, yet the student does not want to work, consider a referral when the student decides he/she is interested in obtaining employment. Participation in MRS services is voluntary. MRS is an Eligibility program, not an Entitlement program. Transition Services The Decision Tree is developed to facilitate communication between the educational program and Michigan Rehabilitation Services (MRS) and as such should not be used as a stand alone document. MRS Counselors are committed to providing transition services within the scope of MRS policies and procedures and in accordance with the Rehabilitation Act of Services including assessment, counseling, guidance, planning, training, and job placement must be related to the Vocational Rehabilitation process. Transition-related (MRS) services may be provided to eligible youth pursuant to an Individualized Plan for Employment (IPE) or in connection with the development of an IPE. MRS has the responsibility to provide, purchase or arrange those services necessary for the student's vocational rehabilitation into employment, such as: * post-secondary training, restoration, and rehabilitation technology, * job placement, employment supports, and job placement follow-up not required of the student’s education program. * MRS may provide job coaching and transportation and similar services required by the student's IPE when such services lead to the employment outcome and are not required as part of the student’s educational program. * MRS has responsibility for services delineated in the youth’s Individualized Plan for Employment (IPE). MRS is not responsible for the payment of an eligible student’s post-secondary classes when they are in fulfillment of requirements of free and appropriate education.
