Key Data Around 50%of european citizens say they can speak a foreign language :from less than 30% in Hungary to near 100% in Luxemburg(Eurobarometer 2005.EU 25) E,F,G,Sp and Ru represent 95% of all languages learnt at School in Europe. Around 90% of pupils in upper secondary education learn E,regardless of whether or not this is compulsory(13 countries)

Higher Education Each university to have a coherent language policy and take action to promote its national or regional language. All students - of all subjects - to study abroad in a foreign language and gain a language qualification as part of degree.
