Statistical mainstreaming of migration A realistic and necessary response:  to the policy mainstreaming of migration (a direct parallel to policy mainstreaming)  to the evolving demands for social and economic data on migrants An assurance that the needs for information on migrants are taken into account across a wide range of social and economic statistics

Development and implementation of a programme for the statistical mainstreaming of migration an outline plan that included initial proposals for the statistical mainstreaming of migration and the development of social and economic data on migrants was proposed October the Directors General of the European Union National Statistical Institutes (NSIs) agreed the Malta Declaration on the Mainstreaming of Migration in official statistics

Malta Declaration: Mainstreaming of Migration in official statistics (adopted in October 2009) Policy context: 5 year Stockholm Programme on strategic priorities in justice and home affairs (adopted in December 2009) What should be measured?  Extent of migration (flows and stocks)  Drivers of migration  Integration of migrants Challenges:  Integrated response comprising different data sources  Overcoming barriers in using administrative data  Harmonisation of concepts and definitions  International exchange of data First practical steps:  Establish a Task Force on Migration Statistic Mainstreaming  Develop: a conceptual framework for the mainstreaming of migration statistics and a work programme for the development of European statistics on migration 4

Conceptual Framework A set of organising principles relating to user needs, priorities, statistical concepts and definitions Illustrates:  migration flows together with related monetary flows  migration stocks with the detailed information on different target groups and an appropriate set of variables essential to identify different definitions of ‘migrants’  statistical process focused on the meaningful integration of data from different sources, as well as the exchange of data and information on best practices 5
