Quality assessment in a register-based census - administrative versus statistical concepts in the case of households Danilo Dolenc Statistical Office of the Republic of Slovenia Q2010, Helsinki,

Introduction  First register-based census in Slovenia in 2011 Slovenia is a rare example of change of the main census method 2002 Census – the first step  Data on persons only  Development from 2002 Real Estate Register and dwelling number Adding dwelling number to CPR Establishment of electronic Household Register  Exist before in paper form

Household Register  The only source for household and family data Household code (serial number) Relation to the reference person  Statistical classification used in 2002 Census  Great advantage in register based census approach In principle all obligatory topics from EU Regulation could be derived from relations Very unique comparing to the other countries

Classification CodeRelation to the reference person 00reference person 01spouse 02cohabiting partner 03child 05father / mother 06father-in-law / mother-in-law 07grandfather / grandmother 08son-in-law / daughter-in-law 09grandchild 10brother / sister 11nephew / niece 12other relative 13non-relative

Household matrix (simple) F size 2 persons 3 persons - H type Two or more family house- hold Relation Ref. person Cohabiting Daughter Son-in-law Grandchild Mother H size 6 per- sons H status Partner H/W Child Living** F status Partner CU H/W Child - Unique matrix for every single combination of relations in household * without resident children ** with relatives (not in family nucleus) F type Consen. union* Married couple with res. children -

New household definition  Four dimensions Statistical residence (based on registered one) Same dwelling Self-declared household Existing relation to the reference person (for family formation)  A group of persons (or person living alone) living in the same dwelling with the same household number Housekeeping concept

Quality aspects of HR data (1)  Maintaining of the HR Purely administrative purposes  Recently established source Not used for the statistical purposes yet  Legislation Household data only for permanent residence  5 % of population without basic household data Collective households not defined  2 % of population  Subjectivity De facto and de iure residence  10 % difference

Quality aspects of HR data (2)  Inconsistency and incompleteness Missing data  Dwelling and household number  Relation to the reference person Errors  Combination relation to the reference person, marital status, age –Most of mistakes are of subjective nature Systematic inconsistency  Delay between CPR and HR data –Mostly in larger administrative units

Statistical vs. administrative (1)  Generation of institutional households Number of persons living at the address and type of living quarter as criteria  Generation of private households Foreigners and citizens in statistically determined residence  Statistically ‘’broken’’ households No reference person Reference person is under certain age

Statistical vs. administrative (2)  Complexity of relations in households Multi-family households  Who belongs to the certain family  Too complicated matrixes  Not identifying relations Relatives and non-relatives  Often means cohabiting partner  Misleading direct use of data Case of monasteries

Quality analysis of the HR  Formally incorrect records - only 1 % Most common inverted relation comparing to the age  Non-useful data for family formation – about 3 % Relatives, non-relatives, unknown relation  Household/family generation 86 % of population in complete (direct family formation only – simple matrixes) 8 % of population only households 6 % of population no generation at all

Household data quality assessment  Focus on improving quality of input data Very close coopeation with administrative source  Priorities dwelling number and relation to the reference person  Statistical process Unified and controlled by the same rules Introduction of quality indicators  Comparability of data Explanation of concepts and novelties  User oriented approach
