Minnesota Hydrography: Progress Through Partnerships Mark Olsen Minnesota Pollution Control Agency St. Paul, MN

What Motivates Us to Work Together?  High public interest and concern -Environmental, recreational, and economic  Fiscal constraints  Distributed authority –Need to share/exchange information –Need to coordinate activities

Minnesota Governor’s Council on Geographic Information Hydrography Committee  Inventory legacy systems –Standards: codified and defacto  State coordination –Diverse set of business needs  Define the MN hydrography framework –Enable exchange of information –Definition / delineation / identification / track events  Coordination with Federal activities

Federal Partnerships  High resolution NHD development –USEPA, USGS, USFS, NPS –MN DNR 24K linework –Local training and involvement MPCA, DNR, LMIC, St Cloud State, USGS/WRD  EPA assistance and cooperation –Tools, data, training and support –Grants

EPA Assistance and Cooperation  Tools, data and support –NHD is framework for integration –RIT ties together our activities Standards, 305(b) and 303(d) Cross reference to state numbering standard (DNR) –STORET is critical data repository Grants –One Stop –NEIEN

Water Quality Data Access  Environmental Data Access Initiative –Ambient data integration strategy Start with surface water data –Focus on use by local water planners Competent repository for surface water data Timely access to data Better use of local data –GIS is primary tool

EPA Assistance and Cooperation  Tools, data and support –NHD is framework for integration –RIT ties together our activities Standards, 305(b) and 303(d) Cross reference to state numbering standard (DNR) –STORET is critical data repository Grants –One Stop –NEIEN

NEIEN Challenge Grant  Hydrologic-related Events  Cooperative agreement with EPA –Leveraging EPA developments and expertise  State partnerships –MPCA –LMIC –Governor’s Council on Geographic Information  Builds on NEIEN infrastructure

NEIEN Challenge Grant  Common repository  Competent repository  Expand data flows –Geospatial data –TMDL data  Authoritative source for MN’s NHD –Maintenance processes and procedures
