Informal Summary of LULUCF Technical Briefing: SBSTA 39 Overview of presentations and discussion

LULUCF technical briefing summary  Short introduction by the co-Chairs (5 minutes)  Expert presentations (20 minutes)  Questions and answers (10 minutes)  Discussion (25 minutes) Overview of Technical Briefing:

LULUCF technical briefing summary  Nalin Srivastava (IPCC) o Latest developments regarding methodological guidance for reporting  Information on the 2013 Revised Supplementary Methods and Good Practice Guidance arising from the Kyoto Protocol;  Major updates to the supplementary methods, triggered by  The new rules for LULUCF accounting under the Kyoto Protocol;  The necessity to achieve consistency with the 2006 IPCC Guidelines for National Greenhouse Gas Inventories. Presentations

LULUCF technical briefing summary  Maria Sanz Sanchez (FAO) o Overview on reporting of land use, land-use change and forestry (LULUCF) under the Convention and the Kyoto Protocol  Methodological guidance for reporting emissions and removals in the activity and land-based approaches;  Mapping of land coverage in the activity-based and land-based approaches;  Emissions and removals coverage of the main land use and land- use change categories. Presentations

LULUCF technical briefing summary  Technical briefing provided an opportunity for developed country Parties to further clarify the role of LULUCF in their quantified economy-wide emission reduction targets and the assumptions and conditions associated with those targets;  Some Parties also shared their views on how the presented information can provide input to the work programme and can help to achieve its objectives;  Some Parties addressed accuracy and transparency of the two LULUCF reporting approaches;  The presenters expressed their views that transparency of the reported information is a key element, and that both approaches are equally accurate and consistent if the methodological guidance by the IPCC is followed; Q&A and Discussions

LULUCF technical briefing summary  Some Parties addressed the comparability of the land-based and activity- based approaches and how this could be achieved;  The presenters emphasized coverage of sources and sinks within LULUCF over reporting methods as a more significant factor for comparability;  Some other Parties emphasized that, as defined in the work programme, comparability of effort is different from comparability of approaches. They also emphasized that the type of action in the LULUCF sector triggers the way the action is measured and reported. Q&A and Discussions
