FEBRUARY 14, 2005 …REGIONAL LAW N. 8…. The region promotes actions aimed at favoring the lower possible to measures involving deprivation of liberty, as well as the recovery and reintegration into society of people subjected to such measures; the region involved for this purpose: ASL, the Local Bodies, the third sector and volunteering. The region supports and enhances the integrated social planning, particularly in the context of the plans of the area, in order to protect the dignity of the people, with the aim of recovering the individual qualities undermined by social maladjustment and reduce the risk of recurrence.

IMPLEMENTATION STRATEGIES Process: innovation, by method, on organization level Testing and evaluation: identify best sustainable practices Community Empowerment: development of strategies for collaboration between the resources in the area, through the development of partnerships, both in terms of resources and expertise Comparison / Sharing and Partnership : creation of opportunities for exchange of experience which brings together the experience of those who participate in the activities eligible for funding. OBJECTIVES Working for the support and the development of a stable coordination system both at regional and local level Enhance, support and develop activities to promote the permanence, the return of persons, adults and minors, in the context of life, with particular attention to the discharge phase, supporting the creation of paths in outdoor detention measure, especially for young people at the first offence and/or offences low hazard and entities

15 STRENGHTS  connotation of a system, and demonstrated ability to operate synergistically partnership, both for the hard-hitting action of awareness that made it a system known at territorial level  As considerable intervention in the territorial policies, thanks to the numbers achieved, stepping definitely away from the logic of the experimental little projects which created models based on the sample extremely limited as regards interventions (the quantity is in itself a quality intervention)  generated a series of cooperation protocols in both operational and organizational

………11 years later………… This path didn’t give a solution to the problems…but it helped to face them We hope that by underlining the elements of incongruity, dissatisfaction and variance (not only from a bureaucratic point of view) this path could become an occasion of reflection, decision and opening of new initiatives

From networking to the network implementation Is it necessary to close in obstructionisms and complaints or fall back on self-referentialism? The territory is the main subject of our intervention where it is possible to build and keep networks (hard and complex) See the other subjects of the context, build connections, make visible and comprehensible what we do (how many times do we meet the local community?) ….”knowing of being part, as individuals, of a network…and being on its turn, part of that system which guarantee support…is very important”

18 ELEMENTS WHICH CHARACTERIZE THE EUROPEAN SOCIAL MODEL Empowerment of the Social Cohesion Promotion of the social inclusion Personalization of the interventions Development of the horizontal and vertical subsidiarity Condition for the competitive development of a territory where the social interventions are part of the development policies Planning of reinsertion paths based on individual and flexible solutions in order to go over the inadequacies and improve the quality and the efficiency of the services offered Through which the active and pluralistic welfare defines the responsibility and the different competences of the institutional and social actors in the definition and implementation of the interventions. Development of the active policies about training and work accompaniment, able to guarantee the active involvement and the responsibility of citizens as users/beneficiaries of the services.
