TRAVEL TIME ANALYSIS Use of Data IN-KY-OH Traffic Incident Management Conference October 9, 2015 Dayton, OH

Congestion Management Process (CMP) Required for all MPOs with population > 200,000 Must use CMP in AQ non-attainment areas to program projects that will increase capacity 23 CFR

Congestion Management Process (CMP) 8-step process that provides DATA!!! DATA provides a basis to make transportation planning decisions

Congestion Management Process (CMP) 8-step process: 1.Develop CM Objectives 2.Identify Area of application 3.Define System or network of interest 4.Develop Performance Measures

Congestion Management Process (CMP) 8-step process: 5. Institute System Performance Monitoring Plan 6. Identify and Evaluate Strategies 7.Implement selected Strategies and manage transportation system 8. Monitor Strategy Effectiveness

Congestion Management Process (CMP) In the beginning… Level of Service (LOS) was a main tool to identify congestion

Performance Measures Evolved to encompass TRAVEL TIME RELIABILITY Buffer Index = Additional Time added to ensure on-time arrival Planning Time Index (PTI) = Total time needed to arrive on-time Travel Time Index (TTI) = 95 TH or 90 th percentile (one of two bad days/mo) Volume-to-Capacity Ratio (V/C) Travel Speed LOS Annual VMT under congested condition Annual VHT under congested condition Annual vehicle hours of delay

Congestion Management Process (CMP) Cincinnati MPO: Buffer Index is the primary performance measure!!! Extra time that must be added to average travel time Normal Trip: 20 minutes Buffer Index: 40% Buffer Time: 8 minutes Total Time Needed: 28 minutes = Planning Time Index

Congestion Management Process (CMP) Lexington MPO: Travel Time Index (TTI) is the primary performance measure!!! Comparison of travel conditions in the peak period with free-flow conditions TTI = Average Travel Time Free Flow Travel Time

Congestion Management Process (CMP) In order to do : Travel Time Reliability Calculations and Identify congested roadway segments multiple sources of data are needed.

Congestion Management Process (CMP) In the beginning… GEOlogger data collected by volunteers

National Performance Management Research Data Set (NPMRDS) Historical data from a company named HERE Covered the National Highway System (NHS) Additional Road Coverage (Arterials, Collectors, etc) must go through HERE Data Sources

In 2011… KY Transportation Cabinet purchased 2010 TM data (now TM data) -Data from probe devices (GARMIN TM GPS units, etc.) -85% of the market -Provided speeds for every day of the year.

Data Format 15-min increments Average speed, standard deviation, sample counts By day of week and month Available at link level and by direction

Data Coverage 2011 Sample Percentage 2012 Sample Percentage Thickness of line indicates amount of data available

Data Coverage Orange – 2012 Blue – 2011 Comparison of Data on Interstate (100%) and Arterial (40-60%)

TTI Reference Speeds Norm: 95 TH or 90 th percentile (one or two bad days/mo) The Lexington MPO uses: 85 th percentile for uninterrupted flow facilities ( a delay that occurs more frequently) 60 th percentile for interrupted flow facilities, or the posted speed limit

Lexington MPO Corridors 2011 PM Cardinal Direction 2012 PM Cardinal Direction

BlueToad TM Calculate travel time and road speeds in real-time from Bluetooth signals Reliability Indexes Computed Travel-Time Index, Buffer-Time Index, Planning-Time Index

BlueToad TM Lexington, KY 35 Bluetooth TM travel time O and D data devices Supplements HERE TM data Other Uses: Used to maximize traffic signal timing efficiency Use data to perform before and after studies for the CMP

Google Traffic TM A feature on Google Maps Displays Traffic Conditions in REAL-TIME on major roads and highways in 50 countries Works by analyzing GPS-determined locations transmitted to Google by mobile phone users. LEXINGTON MPO: Uses data for comparison purposes, to validate and calibrate the NAVTEQ data.

Google Traffic TM 5:30 pm ET on 9/14/15

Waze Traffic TM GPS – based app for smart phones Differs because it is Community–driven Users (Wazers) report accidents, traffic jams, speed traps, cheapest gas, etc. Note: Purchased by Google in 2013, supports Android, iPhone, Symbian, BlackBerry 10, Windows Phone 8 and Windows Mobile LEXINGTON MPO: Uses data for comparison purposes, to validate and calibrate the NAVTEQ data.

Smart Phone mounted on car dash Used as a GPS

Get to choose your vehicle Shows the speeds of roadways that are not at normal speed

Interactive Real Time Data Report incidents

Indicate Hazards

Alert motorist to Police Activity

Make it a game to encourage use. Appeal to the younger generation Get POINTS, that lead to CANDY
