Air Quality Governance in the ENPI East Countries Development of an Action Plan for the city of Chisinau, including city air pollution mapping (mainly with respect to transport related emissions) National pilot project in the Republic of Moldova

MAIN PROJECT OBJECTIVE Air pollution represents a significant health concern in the Republic of Moldova The overall objective The improved air quality, reduced health and environmental impacts of air pollution and climate change, more sustainable mobility and increased environmental awareness in the Capital City of Chisinau. European experience on sustainable urban mobility planning 5

Specific objectives Reduce air pollution originated in road transport; Reduce fuel consumption and greenhouse gas emissions; Improve mobility via reducing number of congestions (traffic jams); Ensure the accessibility offered by the transport system is available to all; Improve safety and security; Improve the efficiency and cost-effectiveness of the transportation of persons and goods; Contribute to enhancing the attractiveness and quality of the urban environment and urban design. 6

Results to be achieved The City of Chisinau will have available detailed analysis of its air quality (including analysis of pollution sources) and of its municipal transport. The City of Chisinau will have available draft modern Sustainable Mobility Action Plan, creating a framework for concrete measures. Better public awareness in the fields of transport related environmental impacts and sustainable mobility. 7

Project stages (I) Stage 1 – Collection of activity data, analysis of EU experience, selection of estimation models (2 months). Outputs: Report with all necessary data and information related to air quality and transport in Chisinau and relevant databases; Overview of existing action air quality and mobility plans for the European cities (both EU and others) and analysis of their applicability in Chisinau; Overview of suitable modeling tools and detailed description of selected models and reasons for their choosing. 8

Project stages (II) Stage 2 – Analysis of the mobility situation and developing scenarios of possible future mobility situations (4 months). Outputs: Report with status analysis and baseline scenario; including basic model assessment; formulation of suitable mix of policies and measures (in options). 9

Project stages (III) Stage 3 - Drafting Sustainable Mobility Action plan for Chisinau (8 months). Outputs: draft Sustainable Mobility Action plan (SUMP) for Chisinau. Stage 4 - Sharing information about SUMP between partner countries via Air-Q-Gov web-site and Workshop on experience gained (1 month). Outputs: Disseminated information and workshop aimed to disseminate results of the project in Partner countries. 10

Budget The maximum budget available is 100 thousand EURO. Timing The anticipated commencement date is 01/11/2012. The period of execution of the contract is 01/02/2014. Equipment No equipment is to be purchased as part of this contract. 11
