 Regulatory and institutional framework – strengthening the functioning of NSS, its programming, management and performance  Statistical infrastructure – strengthening of use of standards (2008 SNA), classifications (ISIC Rev 4), registers and frames, modernizing information management and information technology  Statistical operations – strengthening of data collection, compilation, dissemination and analysis Required actions 3

 Statement of strategy provides reasons for renewal  Re-think the way in which we produce business statistics  Adopt an approach that ensures coherence from start to finish and across the different programmes that produce business statistics Develop an integrated business and international statistics programme (IBIS) 4

 The IBIS programme is an important transformational project: ▫Examined from a conceptual point how to function ▫Operationalize the conceptual approach ▫Develop infrastructure  Base it on the Generic Statistical Business Process Model (GSBPM) IBIS 5

The Generic Statistical Business Process Model  To successfully achieve integration across many programs and processes requires:  Continuous support from Senior leaders  Very strong governance over life of project  Extensive collaboration across the organization  Ability to negotiate and adapt: generic solutions have limitations 6

Example: Surveys  Make educated trade-off decisions that minimize survey errors, costs, and response burden, while maintaining survey data quality.  Describe the current situation and identify areas of work  Designing and Conducting Business Surveys by Snijkers et.al 8

 Determining the survey content, considering user needs, the business context, and total survey quality  Planning the survey as a project  Sampling frames, procedures, and methods  Questionnaire design and testing for self-administered paper, web, and mixed-mode surveys  Survey communication design to obtain responses and facilitate the business response process  Conducting and managing the survey using paradata and project management tools  Data processing, including capture, editing, and imputation, and dissemination of statistical outputs Example: Surveys – elements to consider 9
