Corporate Integrity Pledge: Working Together to Fight Corruption. Presenter: Siteri Rabici, Manager Corruption Prevention, FICAC. Date: Sunday 25 October, 2015, 4pm – 4.30pm.

This presentation seeks to address the following; Briefly discuss a mandated role of FICAC which allows the Commission to reach out to the private sector when enlisting support for anti -corruption. Highlight the interfacing area of operations between the public and private sector which is proven to be vulnerable to corruption and FICAC’s observation so far. To discuss a proposal at hand which may provide a way in which the private sector entities can proactively work with FICAC in support of anti-corruption.

Procurement Interface & the Vulnerabilities of Corruption – What is FICAC’s Observation?  56% of the cases referred to the Fiji Independent Commission Against Corruption (FICAC) in the last five (5) years { } are procurement and project implementation related. 6

How do we Execute the Pledge? The Pledge is effective once it has been signed by the implementing partners. It is executed by each implementing partner ensuring that they will adopt the principles of the pledge into their systems. 8

Institutionalization of the Corporate Integrity Pledge The following awards/entities have been identified that is being proposed to mainstream the Corporate Integrity Pledge. Effects of Signing the Pledge The Effects of signing the Pledge is twofold: (1)Making a clear stand of how it operates and interacts (2) Distinguished from its peers 11

Implementing the Pledge Phase 1 Signing by Government Ministry, Private entity and FICAC Phase 2 Corruption Impact Assessment (CIA) – relevant domains pertaining to procurement will be assessed. Phase 3 Action Plans implemented and monitored. Recommendations from CIA Assessment will be analyzed and feedback provided to implementing partners. Phase 4 Reporting – Implementing partners/entities are to include anti-corruption elements in assessment criteria. Implementing partners/entities are to include reporting on anti-corruption measures in annual reporting. Reporting template will be developed by FICAC and sent to implementing partners. 12

Is the Pledge Monitored? The Pledge will be monitored through reporting. FICAC will monitor the implementation of the Pledge 13
