1 Anti-Corruption Operation Center
Background Since corruption has been a severe problem and brings Thailand into a critical situation, on 18 June 2014, NCPO issued an Order No.69/2014 on “Measures to Prevent Corruption and Malfeasance” assigning all government and state agencies to define the measures and procedures to prevent and eliminate corruption and malfeasance in their organizations. The order focused on building good governance at work and encouraging all relevant sectors to participate in inspecting and monitoring in all government activities in order to prevent corruption in public sector. As a strong focus on combating corruption is vital, the Royal Thai Government, therefore, held the war on corruption as national agenda. The government has strengthened mechanisms in 3 levels to prevent and eliminate corruption as follows; 1. The policy level: the National Anti-Corruption Committee chaired by the Prime Minister/Head of NCPO 2. The national level: the National Anti-Corruption Administration Center driving the overall domestic performance. 3. The operational level: the Anti-Corruption Operation Center established in all ministries or their equivalent which their efficiency have been significantly improved. Recently, there are 35 Anti-Corruption Operation Centers serving as the mechanisms to coordinate, direct, monitor, and report agencies’ anti-corruption performance. These agencies are located in central, regional and local areas as well as state enterprises and public organizations. PACC as the secretary to the National Anti-Corruption Committee is regarded as a mechanism to coordinate, direct and monitor the Anti-Corruption Operation Center in all performances, in order to report to the cabinet relatively. Roles, missions and authorities of the Anti-Corruption Operation Center which has been divided into 2 sections; Prevent and Suppress Corruption and Malfeasance Section and 2. Ethics Protection Section are as follows;

2 Prevention and Suppression of Corruption and Malfeasance Section
Powers and duties; 1. To study, analyze and gather problem data for drafting recommendations, measures and guidelines to prevent and suppress corruption and malfeasance in a public sector proposed to the heads of the organizations. 2. To prepare the action plan to prevent and suppress corruption and malfeasance in public sectors which is agreeable to the National Anti-Corruption Strategy, measure prevent and suppress corruption and malfeasance in a public sector, Anti-Corruption Policy, ethics and civil servants’ morality, including 4 years plan and the annual operational plan. 3. To advise, coordinate, accelerate and monitor public sectors to follow the action plan. 4. To receive complaints against the officials involving corruption activities and performing or failing to perform duties in public sectors. These complaints will be forwarded to the responsible agencies and other relevant authorities and will be followed-up until the final result has been made. 5. To serve as a mechanism to operate and coordinate with the Anti-Corruption Administration Center, PACC, NACC, or other relevant organizations according to the assignments of the Anti-Corruption Administration Center to direct and monitor the implementation of other related National Anti-Corruption Committee’s resolutions and commands. 6. To be a center for news dissemination on corruption and malfeasance prevention and suppression in public sectors. 7. To encourage all sectors to participate in corruption and malfeasance prevention and suppression in government activities. 8. To monitor the performance of public sectors and report the overall results on corruption and malfeasance prevention and suppression to PACC, NACC, OCSC and other relevant organizations.

3 Ethics Protection Section
Powers and duties; 1. To protect ethics as prescribed in the Civil Servant’s Code of Ethics and other Code of Ethics. 2. To serve as the secretary to the Ethics Committee in the public sector. 3. To coordinate on the annual operational plan and work plan/project, including with integrating work plan/project on ethics protection and promotion of virtue, ethics, and civil servants’ morality as well as strengthen the discipline of public sectors and other relevant organizations. 4. To gather the problems from public sectors when implementing the Code of Ethics as well as recommend the guidelines to improve the Code of Ethics to OCSC. 5. To monitor/evaluate the organizations’ operation to promote virtue, ethics, and civil servants’ morality, strengthen officers’ self-discipline and follow the Code of Ethics of public sectors presented to the heads of the organizations. The Ethics Protection Section will submit the organizations’ operation to the Prevention and Suppression of Corruption and malfeasance Section in order to prepare a report on overall performance of corruption and malfeasance prevention and suppression in public sectors .

4 Mechanism Structure to prevent and suppress corruption and malfeasance in public sectors
