SBx7-7 The New Terrain Chris Brown Greening Our Water Infrastructure Petaluma April 9, 2010

Best Management Practices 220 Wholesalers and Retailers 14 BMPs in 5 Programmatic Groups Savings tracked in a website database 2.0 Million Acre Feet saved since 1991

Need for Water Efficiency Both drought related and growth related Shortages are both short term and long term California is projecting a need for 1.2 to 2.3 million AF of water conservation over the next twenty years (State Water Plan) Pacific Institute study estimates that up to 1/3 of the state’s urban water use could be saved with existing technologies

BMP Changes Many existing programs not reflected in current list Traditional Approach is ‘widget- based’ Behavioral changes = demand reductions

Water Savings Opportunities Landscape Leakage High Efficiency Toilets High Efficiency Clothes Washers On – site alternative water use

The New Terrain Requirements of SB 7 Coordination with the 2011 UWMP

Baseline GPCD Average gross water use over a continuous 10-year period ending no earlier than Dec 31, 2004 and no later than Dec 31, 2010 For retailers with at least 10% of 2008 demand served by recycled water (either retail or wholesale provided) this calculation may be extended to include an additional five years ending no earlier than Dec 31, 2004 and no later than Dec 31, For those retailers that are already close to their gpcd reduction targets (no less than 5% reduction), the estimate of average gross water use reported in gpcd and calculated over a continuous five-year period ending no earlier than Dec 31, 2007 and no later than Dec 31, 2010.

GPCD Target (methods 1 & 2) 1.80% of baseline gpcd water use (i.e., a 20% reduction) 2.The sum of the following performance standards: –indoor residential use (provisional standard set at 55 gpcd); plus –landscape use, including dedicated and residential meters or connections equivalent to the State Model Landscape Ordinance (70% of ETo); plus –10% reduction in baseline commercial, industrial institutional use by 2020.

GPCD Target (methods 3 & 4) 3.95% of the applicable state hydrologic region target as set in the Draft 20x2020 Water Conservation Plan (April 03, 2009); 4.A method to be identified and developed by DWR through a public process and reported to the Legislature by Dec 31, 2010, to achieve a cumulative statewide 20% reduction. An agency is not bound to use this new method if it results in a target that is higher than 20%.

UWMP Requirements Retailers must meet interim gpcd reduction targets by Dec 31, 2015 and final targets by Dec 31, UWMPs due July 1, 2011

Wholesalers They must provide in their UWMPs “an assessment of…present and proposed future measures, programs and policies to help achieve the water use reductions required…” Interactions between a wholesaler and its retailers, between wholesalers and retailers in a regional water management group, in an IRWMP funding area, a hydrologic region, or some other geographic scale “may” allow a retailer to meet its water use target, contingent upon “mutual agreement.” Should a wholesaler and its retailers decide to cooperate on a service area, regional, or other level, all data and reports must provide information for both the regional water management group and separately for each “consenting” retailer and wholesaler (section )

AB 1420 The requirements of AB 1420 to provide water use efficiency program information in Section of UWMPs remain in effect until Agencies not in compliance with AB 1420 and SBX7 will be ineligible for state loan and grant funding.

AB 1465 Allows agencies that have signed the Urban MOU to continue to utilize their CUWCC BMP reports as a means to fulfill the Demand Management Measures section of the UWMP Act (section 10631). Section 10631(j) “…by complying with all the provisions of the urban MOU…and by submitting the annual reports required by…that MOU.”
