America’s Boating Course 3rd Edition State & Local Regulations Chapter 2 Section 8 Chapter 2 Section 8 State & Local Regulations Make sure you know your State’s local boating laws and regulations. Obtain copies of your State Boaters Guide and give one to each student. Study these guides to determine where state laws and regulations differ from or extend beyond the Federal requirements. Point out the differences to the student. Inform them that the more stringent regulation prevails. Some states accept the USPS Wallet Card or Certificate in lieu of state-issued documents; however, this does not apply in all states. The instructor must inform the students of any other requirements in order to obtain boating certification in their state. This may include the local Squadron submitting their name, address etc. to the agency responsible for boating regulations in the state and the state issuing a certification or wallet card. Certain states may require the student to file paperwork personally to be granted a boating certification in their state. This must be clearly explained to the student. A majority of States have a Memorandum of Understanding (MOU) with USPS. Know the requirements of your MOU. States may require the administration of questions on state boating regulations as part of The Squadron Boating Course final exam. Washington State Requirements Boater Education Card Requirement Effective January 1, 2015 all boaters between 12 and 60 years of age must have a Boater Education Card Older boaters are exempt but should get a card in case they travel out of state or country CARDS HAVE TO BE APPLIED FOR BY THE STUDENT. THEY ONLY COST $10 AND ARE GOOD FOR LIFE.
