Strategic Planning for the Department of Health and Human Performance Iowa State University T. Gilmour Reeve Director of Strategic Planning Office of the President Texas Tech University

Strategic Planning Purposes of Workshop: To provide an overview of the strategic planning process To develop a framework for a strategic plan for the Department of Health and Human Performance To begin to identify the mission/vision and critical goals and benchmarks for the department To set the stage for future work

Strategic Planning - Overview A conceptual definition for strategic planning: A formalized process Built on opportunities (SWOT analysis) Moves from one’s mission to vision Requires planning, implementation, and assessment Is ongoing and dynamic Is not policy nor procedures

Strategic Planning - Overview What’s so “strategic” about strategic planning? Bart Strong (Educause Quarterly, vol. 28, no. 1, 2005) states that “strategic” implies: Process Creative thinking Teamwork Flexibility And that “planning” implies…just planning! Everyone does it. But not strategically!

Strategic Planning - Overview Strong concludes that a strategic plan is only useful when follow-up occurs (assessment) Continually address these questions: Does the mission/vision address the reason for being? Will the plan guide budgeting process (decision making)? Does the plan engage and excite the employees? Does the plan provide flexibility to adjust? Does the plan draw on our strengths? Does plan concentrate available resources on specific goals and directions?

Strategic Planning - Overview Why do Strategic Planning? North Central Association - Higher Learning Commission: Organization’s mission documents are clear and articulate the organization’s commitment Organization’s processes for evaluation and planning demonstrate its capacity to fulfill its mission Organization provides evidence of student learning and teaching effectiveness…for each educational program Organization fosters inquiry, creativity, practice, and social responsibility Organization is committed to engagement with its constituencies and communities

Strategic Planning - Overview Why do Strategic Planning? To chart the course for the department To align with the mission/vision of the College and the University To document accomplishments To better allocate available resources To make informed decisions and improvements in programs (teaching, research, and service)

Strategic Planning - Overview Basic Ingredients in Strategic Planning: Mission (what you do) Vision (what you want to be known for doing well) Goals (how to achieve your vision) Benchmarks (measuring progress for each goal) Objectives (focused on benchmarks) Strategies (what to do to meet the objectives)

Strategic Planning – Overview Planning and Assessment Cycle Planning purpose & goals Implementation Programs, research service Assessment measurement & evaluation

Strategic Planning – Overview Possible Responses to Assessment: 1. No changes needed; 2. Change Purpose and Goals; 3. Change Programs, research, service; 4. Change Assessments. Planning purpose & goals Implementation Programs, research, service Assessment measurement & evaluation

Strategic Planning for HHP The Mission Statement: The Department of Health and Human Performance promotes health and well-being through discovery, learning, and engagement. We focus on the interaction of behavioral and biological processes to study physical activity and its relationship to health. Through creating and disseminating this knowledge, we improve the lives of citizens of Iowa, the U.S., and the world.

Strategic Planning for HHP Is this the mission for your department? Comments, Questions, Suggestions…

Strategic Planning for HHP Given the department’s mission statement, what is your vision for the department? Where are you going? What do you want to be known for doing well?

Strategic Planning for HHP How will you achieve your vision while being consistent with your mission? What are your goals? Start with these concepts: Discovery Learning Engagement Integration of Discovery, Learning, Engagement

Strategic Planning for HHP Selecting Benchmarks – progress toward goals MMASS: meaningful, measurable, accurate, simple, selective Identify 3 to 5 benchmarks per goal.

Strategic Planning for HHP Need to develop Objectives to focus on benchmarks And Strategies to achieve objectives. Note that the “real action” in strategic planning is at the level of the strategies.

Strategic Planning for HHP Assessing Student Learning Outcomes for Academic Programs Assessment of student learning is not necessarily at the level of strategic planning But it includes the same concepts and processes as does strategic planning And incorporating learning outcomes assessments into strategic planning saves duplication of effort

Strategic Planning for HHP Strategic Planning is an endless but not useless process. Next steps for HHP: Confirm mission and vision, and refine goals, benchmarks, objectives, and strategies Implement strategies and plan for assessment Revise strategic plan regularly Work to improve plan and process Lingering Issues, Questions, Comments?

THANK YOU!
