Aquatic Facility Concept Design

“Every Dog has its Day” Park Valley Pool Pool is 28 years old and nearing the 4-9 years of identified life expectancy. Number of identified deficiencies… – Projected $450,000 Maintenance, Replacement, and Enhancement. Really what is all adds up to is….

The Perfect Opportunity

To Keep or Not to Keep? That is the Question Renovate and Expand Could save up to 20% on cost of construction. Public is familiar with existing site and the central location of the current building is desirable. To Build New To expand will displace the Scouts Hall, tennis courts, and the green space Land is limited and future expansion is unlikely without displacement. Traffic impact to existing homes with increase Well site limits expansion potential Park Valley Pool will be out of service for min. 8 months. Likely months.

The Answer… Majority of those survey responses were to construct a new facility. But Where? Old HW Pick Up Site Lions West Valley Park Downtown

“Downtown, where all the lights are bright…” “At present, the Town of Drayton Valley does not own or have access to any other land parcel of sufficient area to support a new aquatic facility in a location central to town.” Pg 12 Feasibility Study

H.W. Pick Up Site The lands available to the Town are limited to the open play field South of the former school building. The lands occupied by the former school building remain under the control of the School Board The land has been used to develop a skate board park and in the future the Town may build an outdoor arena. “The land available to the Town of Drayton Valley at the H.W. Pickup School site is not large enough to construct a new stand alone aquatic building and the required off street hard surface parking” “At present the HW Pickup site is not considered a viable option for development”

Lions Park Several options are available for the placement of a new aquatics facility as either stand alone building or attached to part of the Omniplex. Positive Considerations: Distributed parking Separation of major traffic routes Expansion opportunities Negative Considerations Entrance distant from existing buildings No physical link Reconfiguration of playing field and relocate rodeo grounds

Positive Considerations: Parking shared between buildings Moderate walking distance between the two buildings Expansion opportunities Negative Considerations Major traffic route shared No physical link between buildings Parking lot expansion further from building entrance Reconfiguration of playing area

Positive Considerations: Connection of new building to facilities Potential shared entrance and building point control Integration of existing building facades with new pool building Negative Considerations Limited future expansion options Majority of parking is furthest walking distance to building entrance Congested traffic flow patterns to building entrance Displacement of outdoor skate park

Who? Where? WHAT? What will it have?

Cost Estimate “The total construction budget including basement and second floor is estimated $24,564,000 in 2017.” Site development costs vary greatly based on where it is going to go. “An allowance of $1,500,000 should be established.” How is it to be done Public Individual Fundraising Grant Corporate

Public Fund Recommendation: 70% “The Town of Drayton Valley recognizes that it will be a significant contributor to the capital cost of the facility and it is setting the stage to ensure that, when the time comes, it is ready to do so.” Moe Hamdon For further information please contact the town office (780) or contact your councilor.town officeyour councilor “Brazeau County has generated a 5 year Capital Investment Plan based on current 2013 tax rates. As such the County has no intention, at this time, to raise taxes to cover any types of recreation facility. The 5 year capital plan is a restricted surplus- savings account. Over the next five years the County hopes to have monies, an estimated $10,000,000 in place to have the option to contribute a portion to capital projects such as the aquatic facility. The decision will be determined by the council of the day.” Any further questions can be directed to Brazeau County office Whitecourt: 50% Tri-Leisure Center: 70%
