Sectors & NSDS The intersect task-team

Need for an integrated system  The results-based agenda requires data from many sectors. Sectoral information to support policy ministries  Sectoral systems are not always well integrated within National Statistical Systems  Need for better coordinated statistical systems

Inter-relation sectors  Sectors cannot be considered independently, nor can statistics on the sectors  Sectors are inter-related and issues cross sectoral boundaries Agri. Health Labour Educ  Responses to HIV/AIDS involve education, health, etc  Food policy relies not only on crop production but also on transport, international trade, etc  Health information systems need health information from administrative records, specific health surveys, etc but also information from population censuses and household-based surveys such as DHS, MICS, Welfare Monitoring Surveys, etc  National statistical development must be holistic and comprehensive to deliver relevant statistical products to meet diverse demands such as sectoral data

Obstacles to building an integrated system :  Poor communication between the sectors and the NSO  Lack of understanding by the NSO of special sectoral needs  Cumbersome systems in the sectors that cannot be turned round  Differences in resources available to the sectors and to the NSO  Inadequate human resources and training in both the NSO and in the sectors  Insufficient funds to revise existing systems

Sectors Within NSDS  The NSDS process embraces multiple sectors by :  Promoting greater coordination and cooperation in statistics  Bringing the supply of statistics more in line with demand  Broadening the coverage will result in a larger constituency of interest  NSDSs provide the opportunity to develop an integrated approach to improving the coverage and quality of official statistics, based on agreed national priorities.  To be effective, however, these strategies must include:  an assessment of the capacity of sectoral ministries to compile and use statistics,  proposals to address weaknesses and constraints.  Statisticians from line ministries should be more directly involved in discussions on capacity building

An integrated National statistical System One of the functions of a NSS is to provide coordinating mechanisms to ensure that data can be shared between sectors, An integrated NSS:  All statistical functions are coordinated across organizations and sectors.  Good communication between all users and producers of statistics  Quality information is produced efficiently and consistently whatever the sector.

Sectoral strategies within the NSDS One approache in two steps: 1.Designing an overall strategy -- NSDS -- which includes sector statistics (as well as sub national statistics) and 2.Designing specific sector sub-strategy Lab.HealthAgri.Educ. NSDS Others

Benefits of building an integrated system :  Less duplication of effort in data collection and analysis and therefore more efficient use of resources  Cross-fertilization of methods between sectors  More consistent and standardized data  Higher quality data and more sophisticated analysis  Greater availability of data and therefore wider use of data Agri. The INTERSECT work  “InterSect” PARIS21 Task team was created to develop material to assist in the integration of sectoral statistics into National Strategies for the Development of Statistics.  The Task Team has a first draft of the Guide for “planning an integrated national statistical system” which is still under progress.
