Survey on the state of archaeology

With the advent of large-scale excavations…

…and urban development, new challenges have emerged.

Bottlenecks: planning capacity / authorisation process fieldwork capacity (timing, specialist manpower) storing capacity (public collections) Expectations: make archaeology fast simple transparent (calculable) offer better price/value ratio

Bylaws and guidances of the „Norms” Main objectives: make planners and clients aware that the final goal of archaeology is to share heritage values with the public all activities are part of a project cycle for transparency reasons, all activities must be properly documented

PREPARATION PHASE Appraisal of necessary archaeological intervention Desk-based assessment Preliminary costed assessment of archaeological works Heritage impact assessment (cf. ministerial decree) Calculation of tariffs

AUTHORISATION PROCESS PHASE Brief/project outline (for previous consent of the authority) Specification of excavation works Contract on preliminary excavation Project documentation (for permission of the authority) Preliminary statement of reception (finds archive) Excavation permission Registration of the start of excavation works (at the authority)

DOCUMENTATION OF FIELDWORKS PHASE Registration of new sites (at the heritage authority) Statement of ‘territorially competent museum’ I. Statement of ‘territorially competent museum’ II. Records of area handover I. (at the start of excavations) Excavation site records Records of archaeological watching Investigation and recording of standing buildings or structures Primary inventory of finds Records of area handover II. (after the finishing of excavations) Registration of the finishing of excavation works (authority) Post-excavation assessment/preliminary report Complete (edited) documentation of excavation works (to authority)

INTRAMURAL WORKS PHASE Documentation of scientific processing Statement of reception (finds archive) Records of finds archive handover Inventory Post-excavation project design Documentation of education/exhibition Synopsis Exhibition scenario Documentation of exhibition installation Exhibition publications Educational publications Documentation of preservation Conservation plan Restoration plan Storing plan

Issues of professional concern How to reconcile conflicts of interests How to answer pressures Should archaeology remain a monopoly of museums, or should it be made open for private sector contractors? If yes, on what conditions? What are the roles and responsibilities of ‘territorially competent museums’? How is curatorial work related to excavations? Ownership of finds/contexts? How could we develop a ‘decent’ archaeological career?
