 The Japanese Empire was at war with China throughout the 1930’s.  In the late 1930’s, the United States began to put embargos on scrap steel and oil to Japan.  Hoped to force the Japanese to leave China without war.  The United States was following a plan of ISOLATIONISM (Staying out of the affairs of the rest of the world)

 The Japanese were angry about not being able to purchase scrap metal from the United States.  It slowed their military production  The Japanese began to plan to get the needed resources from the Pacific nations and islands.  Indonesia – oil  Southeast Asia – Rubber  China - Metals

 The United States wanted to use diplomacy to get the Japanese out of China.  United States moves US Navy from California to Hawaii  Japanese considered this a threat.  Japan’s military government wanted to get the United States and Europeans out of the Pacific forever.  Japan planned to attack the U.S. Fleet at Pearl Harbor

 Japanese hold war games and practice the attack for months!  Diplomacy was going on until November 27 th,  The Japanese fleet was at sea moving toward Pearl harbor at the same time….
