The problem with economic and urban policy Has the voluntary and community sector been utilised effectively? The purpose of my trip How are American Cities responding to economic decline and social opportunity? Are they adopting approaches which lead to a torrent of benefit as opposed to being framed by trickle down? What is the role of different spheres of the economy in instigating change To visit 4 cities and engage with key thinkers around local economies

Cleveland – the collaborative city Lessons Learnt Collaboration is key A blend of resource is important Response cannot be just about growth It takes time

Pittsburgh – the liveable city Lessons Learnt Places can take advantage of industrial past Local tax raising and redistribution can support LED and CED BIDs play a role in providing services

Philadelphia – the innovative city Lessons Learnt A strong local state has a role in enabling Mayoral leadership is important Important to grow economy from within A need to take risks

Overarching lessons Collaboration is key We need to advance anchor institution strategy Philanthropy has a significant stake We need to harness existing wealth Business need to become citizens The local state is an enabler Local government needs to be the core enabler of local economic development Places can shape markets from within We need to be innovative in service design and procurement of services Inequality must be addressed We must balance economic growth and social growth

Making good places Places already have an array of wealth which needs to be harnessed We need local wealth systems where there are functional public, commercial and social sectors AND relationships Economic development cannot be just about growth but also a social and environmental dividend A strong local state which enables and stimulates change An approach to public service provision and reform which is both efficient AND effective A business sector which is both a purveyor of growth and citizens A recognition of the integral role of the social sector in creating an economy that works for all the people in it
