From Dec 2, 2008  Issue #1: Financial Planning Group (FPG) review of ECSC recommendations in time for a March/April 2009 County Commission workshop

From Dec 2, 2008  Recommendation #1: Move to request that the Financial Planning Group receive the ECSC presentation as soon as possible. Make it the only item on that FPG agenda. Consider inviting the Property Appraiser; Tax Collector; Sheriff; Supervisor of Elections; and Clerk of Court, and their top staff. The conversation that occurs among FPG attendees during and after the presentation is as significant as the presentation itself.

From Dec 2, 2008  Issue #2: Now that the County Commission has the recommendations, where do we go from here?  Recommendation #2: Move to schedule a workshop in early January 2009 to discuss the ECSC report and recommendations. Direct the County Manager to prepare for this workshop by creating lists that divide ECSC recommendations into at least the following categories (there may be duplication within the lists). continued

From Dec 2, 2008  Recommendation #2: Lists by type will allow for more public input, suggestions and conversation:  1.Items that are “low-hanging fruit”, non-controversial and inexpensive/easy-to-implement;  2.Items for the State and Federal legislative agenda;  3.Items that have Capital Improvement Plan (CIP) implications;  4.Items that fit within the Comprehensive Plan, or the EAR process; and  5.Items that require more research by County staff and conversation with the general public and stakeholders.

From Dec 2, 2008  Issue #3: Send the market signal that Alachua County is open to opportunities for new business in the energy technology sector.

Going Forward  Recommendation #3: That the County Commission commit to initiate and co-sponsor an “Energy Summit” to be held in Alachua County, preferably Spring or Summer, 2009; and request that the County Manager provide the Board (within 60 days) for its consideration a proposed agenda and list of potential participants; recommended partners; potential costs; and cost-sharing opportunities.
