Using the Draft Guidelines  Evaluate open burning and incineration source categories  Make recommendations: – best available techniques – best environmental practices – consideration of non-incineration alternatives

Recommendations  Does the existing large MSW incinerator meet the requirements for BAT?  Do the existing rural incinerators represent BAT for these areas?  Do the existing medical waste incinerators meet BAT?  In considering non-incineration alternatives to the construction of new incinerators, what kinds of issues need to be addressed?  What improvements in BEP would you recommend for: –Generation, collection, handling and disposal of MSW –Open waste burning (including backyard and landfill burning) –Agricultural and forestry burning –General waste management practices
