Possible role of TNAs in the context of the implementation of the Technology Mechanism Wytze van der Gaast UNFCCC workshop on technology needs assessment Bonn, 2 June 2011 JIN – 1/4/20161

Outline TNA: summary of outputs Possible future role TNA in supporting developing countries’ mitigation & adaptation pathways Possible interlinkages between TNA and Technology Mechanism Key Findings 1/4/20162

TNA - Outputs 1/4/20163 Development priorities in light of a changing climate Strategic sectors for development and climate Priority technologies Analysis of technology enabling environment Measures for technology acceleration Technology projects, programmes, strategies Action plans

Possible future role TNA in supporting pathways for mitigation and adaptation Long term vision and strategic sectors Priority measures, actions and technologies Technology projects, programmes and strategies with action plans Policy formulation and implementation / Project implementation 1/4/20164 TNA LCDS NAMA & NAP(A) Technology roadmaps

Interlinkages TNA NAMA, NAP(A) and LCDS 1/4/20165 TNA can be an important source for developing countries in formulating mitigation and adaptation actions (e.g., NAMA, NAP(A)). – Technology needs in light of sustainable development – Insight in complex and country-specific processes of technology development and transfer – Indication of capacity building and finance needs for TT

1/4/ Integrated climate and development policy making Clear view on country’s development priorities? Technologies for mitigation and adaptation prioritized? Actions for transfer and development of technologies identified? Y Y N N N TNA Roadmaps Strategies and policies Y N TNA LCDS Formulate as NAMA or NAP Policy evaluation Y Hypothetical example interaction TNA, NAMA, LCDS, NAP(A)

Technology Mechanism Technology Mechanism (Decision 1/CP.16 §117) – Technology Executive Committee (TEC) – Climate Technology Centre and Network (CTCN) TEC (Decision 1/CP.16 §119): – Further implement framework for actions for Art. 4.5 implementation – Priority areas – Overview of technology needs, technology transfer issues, barriers, guidance CTCN (Decision 1/CP.16 §123): – Network of national, regional, sectoral and international technology networks, organisations and initiatives – Provide advise and support: technology needs and implementation – Capacity building support and training – Facilitate partnerships 1/4/20167

TNA Technology Executive Committee “ Getting the larger picture” – ‘Overview of technological needs and analysis of policy and technical issues for technology development and transfer’ (Decision 1/CP.16, §121a) – Synthesis of TNA outputs: technology needs, how to address barriers, what is good practice, etc. Exploring capacity building needs for TT (Decision 1/CP.16, §121a) – E.g., at sector level and for different regions – Tailor capacity support to these needs Translation of insights into policy action – Recommendations on technology development and transfer to policy makers – Clearer insight on development priorities 1/4/20168

TNA Climate Technology Centre & Network (CTCN) CTCN could support developing countries in conducting TNAs and enhancing TNA outputs – Procedural support: advise and tools – Access to international partnerships – Link national TNA networks with wider international networks – Facilitate prompt action on deployment of priority technologies TNA output could support CTCN pro-active role as matchmaker: – between developing countries’ technology, financial and capacity building needs and – Multilateral and bilateral capacity support and funding resources – E.g. CTCN advise/ validation of project’s financial needs indication TNA output could inform the design of the CTCN 1/4/201610

Technology, capacity and finance needs synthesized per subsectors and regions TNA process support Interaction to achieve coherence Information to enhance and expand existing support COP TNA CTCN TEC 1/4/201611

Possible interlinkages TNA and Finance Mechanism (Synthesized) TNA reports could be useful for private, public or multilateral finance institutes – Insight on costs of priority technologies – Costs related to enabling frameworks For example: – Specification of cost components allows identification of possible funding sources 1/4/201612

Key findings TNA can be important source for LCDS, NAMA, NAP(A) formulation in developing countries TNA results could possibly support work of TEC (‘getting larger picture’ for policy making) TNA could be supported by CTCN and could possibly help CTCN to be a pro-active match maker TNA outputs could provide overall picture of international finance and capacity needs for technology development and transfer 1/4/201613
