UK Research Funding System: Dual Support Higher Education funding bodies provide core funding as block grants to HEIs to support their research infrastructure and their strategic research priorities. This quality-related (QR) funding is allocated through a formula institutions’ volume of research activity and an assessment of the quality of their research based on regular research assessment exercises (REF). HEFCE Block Grant (QR) 2015/16 - £1.6bn Research Councils provide grants to specific research projects and programmes. There is a balance between ‘responsive mode’ awards made in response to proposals submitted by researchers in any area they choose, and awards for proposals that relate to strategic priorities as set out in their strategic plans. Research Council funding 2015/16 - £2.7bn
