Draft Congestion Management Process Plan October 7, 2015

As part of the 2040 LRTP Update a major update to the CMPP was completed. A major update is completed every five years with LRTP Update A minor update is completed annually which focuses on the roadway LOS and the performance measures

Review and update of the CMPP Goals and Objectives Review and update the roadway segments included in the CMPP Review and update congestion information Development of Performance Measures

As part of the TPOs certification FHWA noted that the CMPP should include evaluation measures to determine the effectiveness of the strategies in the CMPP. This update includes those measures in Table 4.1

Goals for the CMPP mirror the Goals for the LRTP Goal A:A transportation system that is safe and secure. Goal BA transportation system that meets user needs. Goal C:A transportation system that is maintained and operated efficiently. Goal D:A transportation system that is multimodal, integrated and connected. Goal E:A transportation system that supports economic vitality. Goal F: A transportation system that supports a high quality of life respectful of the environment, public health and vulnerable users. Goal G:A transportation system that includes consistent, continuing, cooperative and comprehensive planning processes.

ObjectivesCongestion Mitigation Strategies 1 Reduce travel demand Decrease vehicle miles traveled (VMT) Implement Transportation Demand Management Strategies Encourage carpooling and use of the Commuter Assistance Program Encourage other modes of transportation 2 Promote alternate modes of transportation Improve access to transit by supporting transit expansion Increase bicycle and pedestrian connectivity by expanding bicycle and pedestrian facilities 3 Improve functionality and reliability of the transportation system Improve traffic flow Implement Transportation System Management and Operation Strategies 4 Enhance the safety for motorized and non-motorized users Reduce the rate of accidents Seek out high-crash “hot spots” Separate travel modes to reduce conflict points 5 Preserve the existing transportation system Monitor traffic conditions in real time Prioritize capacity improvements for roadways with a deficient LOS / volume to capacity ratio Prioritize low-cost, operational improvements that will reduce congestion

The review of the network resulted in a number of new roadway segments in each county to be added to the CMPP Network

Performance measures are a quantifiable method for analyzing the performance of the transportation system and the effectiveness of congestion management strategies. –Level of Service on the network roadways – Performance Measures for Congestion Mitigation Strategies

Document is available for review on-line at The deadline for comments is October 16, 2015 To date we have received comments from Escambia and Santa Rosa Counties as well as FDOT. Those comments have been incorporated into the document.

Escambia and Santa Rosa counties had also requested additional roadway segments be added to the database. Those are currently being added.
