2 Topic #4 – Data management and data access (1/2) Overall data coordination: How to reduce potential conflicts related to the data provision to a growing number of projects ? How to increase the synergy between projects – Same data sets to cover several projects whenever possible?

3 Topic #4 – Data management and data access (2/2) Data access conditions: Technical issue: Data interoperability Data access not only a technical problem: Data Costs: all projects are facing difficulties linked to the data policies and data costs... Need for CEOS to investigate the potential support from financial donors (e.g. World Bank, Asian Dev.Bank, etc.) and the political support from major stakeholders (e.g. UN Agencies...) at CEOS level instead of Project level. Specific common data license

5 Already some difficulties … (1/2) CEOS supports some major international initiatives, by supplying large volume of EO satellite data. Potential conflicts in data provision between various Projects. GFOI: “internal” data coordination is supervised by SDCG GEOGLAM: much higher demand for data than GFOI Disasters Pilots: “internal” data coordination is supervised by Data Coordination Team (DCT).

6 Already some difficulties … (2/2) Some EO missions have no or few limitations in terms of data sensing & data provision BUT ….. …. Some other “highly requested”- missions face either sensor operations constraints or data policy issues Disasters Pilots: limitations in data volume (e.g. 100 ALOS-2 images / pilots / year ) and in sensor operations (e.g. background mission of Sentinel-1 during ramp-up phase) Need for CEOS to maximize the overall response (i.e. data provision) to those major initiatives, following priorities agreed at CEOS level.

7 Any way forward ? How to maximize the synergies between projects (e.g. identify overlapping & similar data requests by different Project teams) ? How to reduce conflicting data requests by different Project teams ? Need to improve communication / coordination between various Project teams. In case of major conflicts between Projects, need for decision / arbitration by independent CEOS entity.

9 Data interoperability Issue: to discover and access products from several CEOS Agencies, users have to access multiple IT systems. 10 Issue: Provision of non-free data CEOS’ contribution to international initiatives (e.g. GFOI, Disaster Pilots) based on mixture of both free of charge and non-free data. Data purchase is an issue for many intermediate & end users that require the help from third-party donors such as World Bank, European Commission, UN … Similar issue for the processing of data by some third- party (academia, small value-add industry,..) So far identification of external funding sources handled by each CEOS project team.

11 External Funding: a New Paradigm Whenever possible, escalate the initial discussions with Donor Agencies at CEOS Chair & CEOS SIT Chair level to establish General Framework Agreements, Once General Framework Agreements are established, Detailed and Tailored Agreements for each project can be discussed between individual CEOS project teams and their interfaces on donors’ side.

12 Specific Common Data Licence ■Objective : facilitate the distribution of (satellite) data by defining an data licence based on elements from current licensing arrangements used by commercial providers ■Licence could be based on open source examples such as GPL (GNU Public Licence) or Creative Commons ■Licence could be used by agencies when provisioning data ■Would such as licence facilitate sharing common datasets between different projects ?
