why? n to improve scientific communication you need something in between the book and the letter n to maximize research impact by maximizing research access n social responsibility of universities for availability and use of their researches

how big? n all branches of social sciences and humanities or even more n all levels of higher education n very broadly defined n all over Ukraine n this is best to be done on a per- discipline basis
