2. An initial 29 item RCC Action Plan was announced in December We are now entering the final months of the initial Action Plan. In recent Canada Gazette and Federal Register consultations, PCO/OIRA received stakeholder submissions representing 160 organizations. Canada and the US are committed to another phase of work and are considering input received with Departments. Canada and the US will develop an outline of a forward plan for regulatory cooperation by the Spring, building on progress to date and lessons learned through the implementation of the initial Action Plan. Both governments plan to engage stakeholders in the development of the next phase of work. RCC – The Way Forward

Overview of the initiative – Perimeter Approach to Plant Protection Objective:  Develop a partnered perimeter approach to plant protection between Canada and the United States in order to minimize impediments to bilateral trade and maximize protection of the North American plant resources Deliverable/Outcome:  A perimeter approach to protecting Canada and the United States from introduction and spread of invasive pests

Progress update Action Item 1:  Development of a Framework for a Canada-U.S. Perimeter Approach to Plant Protection Current Status:  Draft framework developed by CFIA and APHIS  Joint stakeholder consultations were held in summer of 2013  Comments received are being analysed and the framework is being revised in anticipation of the first meeting of the Steering Committee

6. Progress update Action Item 2:  NAPA Pilot – Coordination of approaches to regulatory oversight - Chrysanthemum White Rust Current Status:  U.S. and Canadian stakeholders, and CFIA, submitted comments to the United States on the Advanced Notice of Proposed Rulemaking considering options for regulation of Chrysanthemum White Rust

Progress update Action Item 3:  NAPA Pilot - Streamline commodity certification processes – Greenhouse Certification Program (GCP) Current Status:  The CFIA and APHIS have shared the draft of the revised GCP with the key stakeholders in recent months and are considering recommendations received in advance of public consultation.

8. Key issues  Incorporating stakeholder input into Perimeter Approach Framework and development of associated work plans  U.S. CWR regulatory decision pending in light of stakeholder comments and the pending decision on implementation of NAPPRA round II (including chrysanthemum).  Incorporating stakeholder input into the draft GCP and moving to broader public consultation on a timely basis.

9. Next Steps: Overall RCC consultation  Collaboration on the Framework is a good basis for future work and provides a starting point for deeper regulatory cooperation between Canada and the U.S.  Consultations recently held in Canada and the U.S.  requested views from stakeholders on progress to-date and how best to address regulatory divergence moving forward.  CFIA and USDA will be jointly evaluating the submissions to help shape the next phase of RCC  Work undertaken to date has been exploratory in nature and could form part of a more systemic approach in the future  Current activities are focused on meeting the deliverables of the current RCC projects and assessing lessons learned for future collaboration

10. Next steps: RCC and GCP CWR:  APHIS and CFIA to continue to work together toward aligning CWR regulatory requirements. GCP:  Receipt, consideration and incorporation of national stakeholder comments into the draft GCP and public consultation.
