The population and housing census was carried out in the Republic of Belarus from 14 to 24 October 2009, the main census results were presented to users by 1 September 2010, 10 months after the census.

Legal framework of the population census For the first time in the country’s history the population census was carried out in accordance with the Law of the Republic of Belarus of 13 July 2006 ”On the Population Census” which created a legal basis for the collection and processing of personal data and dissemination of final census data.

Law “On the Population Census” Special attention in the Law is paid to the guarantees for the protection of personal data received during the census; Personal data are confidential; The presence of such provision which fully complied with the requirements of the national and international legislation in the field of personal data protection contributed significantly to a more confident attitude of respondents towards the population census. Plans: to include the provision on the obligatory enumeration; legal framework for electronic data collection.

Method of data collection The 2009 population census was carried out with the traditional method – by interviewing each adult respondent and completing census questionnaires while visiting living quarters with actually resident respondents regardless of the registration. Census questionnaires were filled in as reported by respondents, without any documentary proof.

The most hard-to-overcome challenge – is a financial challenge! The population census is the most cost intensive statistical activity! US$ 1.3 spent on one enumerated person. The objective of the 2020 round: To carry out the census incurring minimum costs, with the data disseminated quickly and increased data quality

The 2009 population census data processing : use of modern information technologies; flow scanning; intellectual character recognition. Result: processing costs 8 times lower compared with 1999

Processing process centralized in Belstat - ensuring the confidentiality of personal data; application of uniform methodological approaches in data editing.

Census of the 2020 round: combined methods of data collection; use of paperless technologies.
