21 Atlanta Freeway Congestion This measure represents the slowest regional freeway travel speed during a 15-minute peak period, averaged across all directional freeway segments with 45 or more percent of each freeway’s bidirectional traffic volume –“The Worst System Quarter-Hour” In 2002 and 2003 the slowest regional 15 minute peak periods were 8:15 - 8:30 AM and 5:30 – 5:45 PM. In 2004 the slowest 15 minute peak periods were 8:00 - 8:15 AM and 5:30 – 5:45 PM.
