UNFCCC Expert Workshop on Monitoring and Evaluating Capacity Building in Developing Countries Antigua - November 5-6, 2007 Background to Capacity Building in GEF

The GEF and Capacity Development n Over 300 regional and international environmental agreements have been negotiated since 1972 n MEAs not integrated into national development strategies n Project-focused Capacity Development insufficient n Great demand (COPs, Council meetings) for GEF-funding specifically targeted on CD

The GEF & Capacity Development CD is delivered into 2 ways: A. Through Regular Projects: almost all GEF projects include CD activities B. Through Enabling Activities: –National Communications and the support programme –NAPAs –TNAs –Biodiversity: NBSAP, CHM, Reporting to CBD and 2010 Targets –Biosafety: Development and Implementation of Biosafety Framework, CHM n UNCCD: Targeted SLM LDC/SIDS Capacity Building Programme n Country Support Programme: focal point, knowledge management n National Dialogue Initiative n Small Grants Programme n National Capacity Self-Assessment (NCSA) for MEAs (UNFCCC, CBD, UNCCD)

Capacity Development Initiative Capacity Development Initiative n Capacity Development Initiative (CDI) 2000 –Strategic partnership between the GEF Secretariat and UNDP –Responding to developing country priorities and convention requests for support n Achievements –Mobilized regional experts –Conducted extensive consultations –Developed a framework for GEF action –Strong focus on capacity development in the GEF Strategic Business Plan n Concluded by the adoption of the Strategic Approach to Enhancing Capacity Building in the GEF – approved in 2003

GEF Resources for Capacity Building ( Strategic Approach to Capacity Building) GEF Resources for Capacity Building ( Strategic Approach to Capacity Building) Methods for access to GEF Resources 1. National Capacity Self- Assessments NCSAs) 2. Enhanced attention to capacity building in regular projects 3. Targeted capacity building projects 4. Program for critical capacity building activities in LDCs & SIDS Need Integrated Approach at the country level through M&E Framework

NCSA Global Support Programme n Provide countries undertaking their NCSAs with methodological support and knowledge management mechanisms. n Provide substantive inputs for the implementation of the Strategic Approach to Enhance Capacity Building. n Activity 2.1: Develop targets and indicators for benchmarking and impact assessments –GSP will undertake the analytical work necessary to propose indicators that allows effective benchmarking and assessing outcomes and impacts of the four Pathways envisaged in the Strategic Approach in collaboration with the M&E units of GEF, UNEP, WB and UNDP.

Conclusions n CD is the core business of the GEF, however: n CD not explicit in project design n CD should be country-driven (endogenous) and follow country “national” development needs, as expressed in the several CD national assessments n No means for verifying progress/impact with CD at the country and programme levels, therefore, cannot be quantified nor attributed n Indicators Framework is a must for more effective CD support at the country level
