Logistics Sector Survey Sudan – April 2013 Results

Introduction The purpose of this survey was to assess the:  needs in regards to common logistics services in Sudan,  satisfaction of current service users, in order for the Logistics Sector to tailor its strategy for logistics coordination, information and service provision in The questionnaire was online from 31 March – 18 April 2013 and was completed by 33 people. The results are as follows:

1. Your organisation’s type: * * Donor and Inter-Governmental Organisations.

2. Location you work in (select all that apply) * * Kassala, Gedaref, Red Sea, Abyei and Central Darfur.

3. How would you describe your current level of utilisation of logistics services provided in South Kordofan at no cost to the user: Transport Storage Meetings * ‘Don’t use this service’, because: ‘Not operating in SK’ ‘Transport our own items’ ‘Still awaiting permit’ ‘No access from Authorities’ ‘Foreign diplomats are not allowed in SK’. **

4. Please rate the usefulness of these services being provided: Transport Storage Maps, Sitreps, etcMeetings Training

6. Are you aware that WFP is offering its logistics capacity (transport, storage) to other humanitarian organisations in the other states via Service Level Agreements (SLAs) on a cost-recovery basis? YES 75%

7. Are you planning to make use of SLAs in 2013 ? YES 24% MAYBE 57% NO 19%

8. Which other logistics services would you or your organisation like to see introduced through the Sector to support your operation in Sudan? * * No detailed comment.

9. In your opinion, what are the biggest obstacles to delivering humanitarian aid in Sudan effectively? 90.5 % * * Administrative impediments; Deteriorating road conditions during the rainy season.

10. Additional comments: The level of needs assessment / monitoring and evaluation, all that related to access issues. We hope that this sector will remain and not merges with other sectors since its support is highly needed due to the ongoing security situation, especially in Darfur.

SUMMARY & CONCLUSION The provision of logistics services in South Kordofan is not in high demand right now, mainly because  some other organisations have access now as well (it’s not only WFP anymore)  and others don’t have projects in this state. More than ⅓ find these transport & storage services in SK ‘Very useful’/‘Useful’ and ‘Very satisfying’/‘Satisfying’. The large majority however either marked ‘Don’t know’ or skipped these questions.  WFP continues its food deliveries and remains on stand-by for the transport of NFIs as/if needed and encourages those with access difficulties to SK to contact WFP.  Storage facilities for inter-agency cargo will remain in place, because the needs may increase. ¾ are aware of the option to sign bi-lateral SLAs with WFP, and 81% say ‘Yes’ or ‘Maybe’ to SLAs in  For SLAs please contact the WFP Sudan Head of Logistics: ½ classified info products & inter-agency logistics meetings as ‘Very useful’/‘Useful’ and ‘Very satisfying’/‘Satisfying’; however, the majority of the other ½ marked ‘Don’t know’ or skipped these questions. Still, there is the request for more:  WFP will look into price monitoring (e.g. fuel). The provision of more training (GPS, road assessment, warehouse & commodity management) depends on the evolving funding situation in The biggest obstacle to delivering humanitarian aid in Sudan is according to 90% related to ‘Permits & Clearances’.  Perhaps OCHA can help ease procedures by liaising with relevant Authorities. One final comment was in regards to access: assessment/monitoring/evaluation.  Sitreps on supply corridors & security escort requirements are being issued every 2 month;  Country-wide Logistics Capacity Assessment (LCA) has been updated recently.
