Collaborations PIs often collaborate with colleagues elsewhere and will submit a proposal to the sponsor and include the collaborator’s scope of work, budget, and other required documents. At the proposal stage, it is important (and now required) to determine the relationship between the collaborators.

Characteristics of Subrecipients and Contractors Subrecipient FSU SRA (within the sponsor's guidelines) determines who is eligible to receive the subaward. The entity’s performance will be measured in relation to whether objectives of the prime award are met The entity has responsibility for programmatic decision making The entity uses the funds to carry out a program for a public purpose, as opposed to providing goods or services for the benefit of Florida State University. Entities that include these characteristics are responsible for adherence to applicable program requirements and terms and conditions as specified in the prime sponsored award. Contractor The entity provides the goods and services within normal business operations The entity provides similar goods or services to many different purchasers The entity normally operates in a competitive environment The entity provides the goods and services that are primarily for the benefit of FSU and only indirectly might support the operation of a federally sponsored project. Entities that include these characteristics are not subject to compliance requirements of the prime sponsored award as a result of the agreement, although similar requirements may apply for other reasons.

Collaborations  If the proposal is successful, the project would be awarded in the form of a grant or contract.  FSU will need a mechanism to formalize their collaborative effort with their subrecipient.  Common mechanisms for these types of relationships are subawards and subcontracts.

Subrecipient Contractor A subaward is issued for the purpose of carrying out a portion of a prime award. A contract (or other type of contractual agreement) is for the purpose of obtaining goods and services for Florida State University’s own use, and is a procurement relationship. Type of Agreement

Subawards  Subaward is the most often used mechanism for an agreement with a subrecipient.  A subaward is not an agreement for the procurement or purchase of routine goods or services.  A subaward is written under the authority of the prime award and identifies the terms and conditions that the parties will apply to complete the work.
