Part I Basic features of the Tempus programme

BASIC FEATURES OF TEMPUS IV Objectives:  To support the modernisation of Higher Education in Partner Countries of the surrounding area, including Central Asia.  To establish an area of cooperation between the European Union (EU) and the Partner Countries.  To favour voluntary convergence with the EU developments in the field of Higher Education.

BASIC FEATURES (II) Approach: Institutional cooperation. Bottom-up programme mainly implemented through calls for proposals seeking projects targeting reforms in higher education institutions and/or systems. Strong involvement of national authorities. Strong accent on dissemination, sustainability and exploitation of results. Complements other EU mobility programmes (e.g. Erasmus Mundus).

BASIC FEATURES (III) Local Support:  National Contact Points (NCPs) in EU Member States  National Tempus Offices (NTOs) in Partner Countries (PCs)

2 TYPES OF ACTIONS  Joint Projects: implemented at institutional level to reform curricula, improve university governance, create more links with society.  Structural Measures: implemented at national level for the development and reform of national higher education structures and systems in Partner Countries.

GRANT SIZE = € to €  For both Joint Projects and Structural Projects.  Minimum grant size for national projects from Montenegro and Kosovo (1244): € 300,000.  Minimum co-financing: 10% PROJECT DURATION = 24 or 36 months

ELIGIBLE PARTNERSHIPS National projects: (targeting 1 single Partner Country) Multi-country projects: (targeting more than 1 Partner Country) minimum of 6 HE institutionsminimum of 7 HE institutions 3 from the involved Partner Country 2 from each involved Partner country (minimum 2 PC) 3 from 3 different EU countries

ELIGIBLE APPLICANTS Joint Projects:  State-recognised public or private HE institutions (either in EU or PC)  Associations, organisations or networks of HE institutions Structural Measures:  State-recognised public or private HE institutions (either in EU or PC)  Associations, organisations or networks of HE institutions  Rector/teacher/student organisations

ELIGIBLE PARTNERS  State-recognised public or private HE institutions (either in EU or PC)  Associations, organisations or networks of HE institutions  Rector/teacher/student organisations  Non-governmental organisations  Social partners and their training organisations  Private and public enterprises  Research institutions  Public administrations (Ministries, other national/regional/local administrations) or governmental organisations BUT with special conditions (eligible for reimbursement of travel costs and costs of stay only)

ELIGIBLE PARTNERS Additional condition for Structural Measures  The Ministry/ies responsible for higher education in each Partner Country must be involved.  BUT special status.

NATIONAL AND REGIONAL PRIORITIES National projects (targeting 1 single Partner Country)  Focus on the national priorities set for the Partner Country.  Defined by the Ministries of Education in close consultation with the European Union Delegations.

NATIONAL AND REGIONAL PRIORITIES Multi-country projects (targeting more than 1 Partner Country)  Focus on the regional priorities common to all PC within a specific region.  Extracted from strategic documents of European Commission.  Can address a national priority which is common to all participating PCs.  Cross regional cooperation: Possible if the theme of the proposal is identified as a regional or national priority for all the participating PCs.

Priority given to project proposals that:  Demonstrate a wide impact on higher education institutions and systems.  Involve a representative number of higher education institutions from a Partner Country.  Structural Measures projects.  Multi-country projects.  Projects actively involving students, women, enterprises, social partners, research institutions, Ministries of Education, NGOs and other non-academic organisations

Part II Fourth Call for proposals

TEMPUS IV Indicative budget for projects selected under 4th Call: 48,7 € million Southern Mediterranean (ENPI South) € 11.4 million Eastern Europe/Caucasus (ENPI East) € 11.4 million Bilateral allocation for Russia (ENPI) € 4.5 million. Western Balkans (IPA) € 12.4 million Albania € 0.9; Bosnia and Herzegovina € 2.2; Montenegro € 1; Serbia: € 6.3; Kosovo under UNSC Resolution 1244/99: € 2 Central Asia (DCI) € 9 million (€ 1.8 million indicative per country)

Main changes: 1- Eligible countries: The former Yugoslav Republic of Macedonia is only eligible on a self-financing basis. Libya is a new eligible Partner Country 2- National priorities: (approx. 50%) 3- Award criteria & Programme priority: Quality of the project’s content & Methodology; Dissemination and Sustainability Priority given to project proposals involving institutions that are new to the programme or have had limited participation in the previous calls for proposals Novelties under the 4th Call for proposals

4- Financial conditions: Institutional costs for student mobility are no longer eligible Costs for subcontracting should not to be shown under “Staff costs” or “Travel costs” but as “Other costs” or under “Printing a Publishing”. Maximum daily salary rates for staff in the Partner Countries updated 5- Mandates: Scanned versions can be accepted Ministries responsible for higher education in the Partner Countries may submit an endorsement letter at submission phase, however a signed mandate will be required if the application is selected for funding Novelties under the 4th Call for proposals

 Applications will be submitted on-line using the eForm: Publication of a static version on the Tempus website by end November 2010 and an active version by end-November 2010  On-line submitted eForm (including mandatory annexes) is considered to be the unique reference document for the submission deadline.  Mandatory annexes: - Declaration of Honour - Workplan and Budget Excel Table - Logical Framework Matrix Submission of the applications: E-form

Paper copy by post  Complete paper copy of the eForm to be sent by post, including the supporting documents signed in original, by the same deadline as the on- line submission 15 February 2011 (date of postmark).  Original supporting documents: Declaration of honour by the legal representative of the applicant organisation Budget (excel tables) and workplan Logical Framework Matrix Legal entity form Financial identification form Profit and loss accounts/ Balance sheet (if applicable) Mandates: Scanned versions can be accepted Submission of the applications: E-form

Important to keep in mind: - Projects must address the national priorities of two or more partner countries priorities, or the priority common to the whole region - Avoid overlapping – see whether the topic was covered before in some of the previous Tempus projects Priorities in the fourth call for proposals me

Better explanation of the role of non-academic partners (ministries, enterprises, social partners, NGOs) invite the representatives of students` organizations explain the importance of the project at local and regional level, as well as explain the rational use of the funds Readiness of institutions to deal with the specific topic me What should also be taken into account
