How do we define firms by age? We adopt the OECD definitions of firm age We measure firms age from when they register an ABN. Young firms are defined as firms aged between 0 and 5 years of age. Start-ups are a subset of young firms within the first three years of operation (0–2 years old). Mature firms are firms aged 6 years and older. Old firms are a specific subset of mature firms that are ten or more years old.

Case study: Planet Innovation Planet innovation exemplifies the high growth start-up Founded by Stuart Elliot (pictured) in 2009 Planet Innovation is a globally- focused firm specialising in developing and commercialising products in the medical, technology and clean-tech sector. Planet Innovations turned over $15 million in 2013–14 and its average annual growth was 127 per cent in the past three years. The firm was born global with revenue earned from exports consistently above 20 per cent. Planet Innovation grew from 1 to 90 employees in four years.

The importance of start-ups Start-ups drive employment growth From 2006 to million full time equivalent (FTE) jobs were added to the economy. Start-ups added 1.44 million FTE jobs to the economy Older firms (3+ years) shed around 400,000 FTE jobs. Not all start-ups are equal High growth start-ups do most of the heavy lifting There are three possible employment trajectories for a start-up. They either exit, stay the same size or grow. Most micro-start-ups either exit or grow very little. High growth start-ups account for the majority of job growth (77 per cent) created by start-ups. High growth start-ups are highly competitive High growth start-ups exhibit superior performance This happens in every sector and in every cohort studied. We have observed superior sales, profit, value added, employment, CAPEX and intermediate expenditure. Our start-up rate is in long term decline Start-ups are declining as a share of all firms Australia’s start-up share of total employment has been falling. The share of start-ups in gross job creation has fallen in recent years, from around 32 per cent to less than 15 per cent. This is also the case in many other countries. Start-up growth prospects are relatively low Start-ups have low growth prospects relative to other countries This varies by sector. This is worse for Manufacturing than it is for services sectors. Film, arts and insurance services are low. Mining, air transport and Warehousing services are high. What makes high growth start-ups tick? Future research will investigate the characteristics of these 6,000–8,000 high growth start-ups What gives them their competitive edge? International literature and our preliminary research suggest that these firms are more innovative and are likely to display superior management and leadership capability. R&D expenditure per employee is significantly higher for young Australian firms ($50,000 per employee) than mature firms (less than $30,000 per employee). Innovative firms are twice as likely to report employment growth than non-innovative firms. How can we identify our high growth firms early?

What are the policy implications? If employment growth is our aim, policy should put competitive pressure on incumbents and support new innovative firms. Stop propping up declining, uncompetitive industries and support young, innovative challengers The data suggests that innovative entrepreneurship may be better supported by focussing innovation policy on young SMEs rather than larger, older incumbents. OECD argues that bankruptcy laws and the availability of finance are significant constraints to start-up growth. The draft Productivity Commission inquiry into business start- up and closure makes a number of recommendations to improve finance and regulatory requirements on start-ups. Contrary to the conclusions of the Productivity Commission report we believe there is not enough evidence to rule out access to venture capital as a problem.
