How to get real benefits from ICT  sufficient knowledge of demand and needs of end users  strict procurement  to achieve transparency and future efficiency  precise definition of entries  clearly defined demand for quality (role of representatives and policy makers)  internal metrics and auditing system defined in advance  analysis of public and user feedback

How to get real benefits from ICT  thinking to have open public administration controlled by all citizens  new personal data protection rules against open services  introduction of totally new public services  free WiFi hotspots, cheap broadband and backbone infrastructure  huge role of public administration in e- Inclusion  market economy behavior against new types of disadvantaged groups

Problems with stressing only benefits  general knowledge of policy makers and consumers  education is still slower than ICT development  new needs of information and knowledge age  cost of development and implementation of high-techs  longer term lowering of market value of new technologies  decreasing speed of technological evolution  access to ICT driven by state aid and interventions or supporting new technology  (taxes, supporting programs against cell phones and mobile internet)
