Purpose To provide a professional opinion on the potential for current presence of REC’s at the subject property, including potential impacts from problem in the surrounding area.

Detailed Scope-of-Service Conducted regulatory database search of known underground storage. Reviewing the site for information. Interview property owners. Conducted a site reconnaissance. Contact local regulatory agencies for information. Evaluated the information.

Significant Assumptions NONE

Limitations and Exceptions No apparent conditions were encountered.

Special Terms and Conditions There are no special terms and conditions.

User Reliance This phase I ESA report is applicable for 180 days.

Location and Legal Description Parcel A

Subject Property and Vicinity Characteristics Vacant, homes, and commercial properties.

Physical Settings Topographic coverage at area is provided by the USGs 7.5minutes series maps dated 1998.

Descriptions of Structures, Roads, and Other Improvements Paving resembling a foundation was noted on the north central portion.

Current Adjoining Property Uses As the property is not fenced pedestrians traffic is common.

Title Records URS was not provided with title, insurance reports for this property.

Environmental Liens Use Limitations The environment liens reports received no liens or activity and use limitations.

Specialized Knowledge No Special Knowledge, beyond what is discussed throughout the report.

Owner, Site Manager, and Occupant Information This property is owned by COCH.

Reason for Conducting Phase I ESA COCH indicated that this phase I ESA was requested.

Other Information URS was provided with Eligibility Determination.

Standard Environmental Records Regulatory database The EDR Searches Prop within a specified distance that extends beyond the ASTM standard.

Additional Environmental Records URS reviewed the EDR database to evaluate whether the area has the potential to create a REC on the subject property.

Historical Use Property located in Lowe Avenue and Wallace street developed since The property uses has included residential and commercial occupants.

Aerial Photographs URS Viewed historic aerial photos from EDR from 1952, 1967, 1974, and They viewed the photos to determine possible contamination. Bad photos made it difficult to see.

Topographic Maps Topographic maps showed the property was in Chicago Heights. The map was a 15 minute series ma, and the remaining 7.5 minutes series map. Observations were limited due to scale of the map.

Sanborn Fire Insurance Maps 1975 Sanborn maps for parcel A revealed no major changes to the property. The garbage associated with dwelling at 150 was demolished.

City Directories The city directions information included a review of historic city directions from 1991 to Due to the limitations of the EDR only showed property address.

Methodology and Limiting Conditions Mrs. Rosie Grajeda and Mrs.McCance of URS formed a site reconnaissance on March 5, The prop surrounding the site were observed by walking and driving.

Interior and Exterior Observations Parcel A through D were vacant and grassed at the time of viewing. Also they were limited as snow covered portions. Mounds of garbage were found on parcel A throughout D.

Hazardous Substances and Petroleum Products Hazardous Substances and Petroleum were not found at the site.

Underground/ Aboveground Storage Tanks No evidence of vents, pipes, fill ports, and man ways were found.

PCB-Containing and Hydraulic Equipment 5 poles mounted transformers were found. 2 were located to the west of parcel “C” were located on southwest portion of parcel “D” No labeling with regards to PCB was found. No one knew who owned and maintained the transformers.

Solid and Hazardous Wastes The property is currently vacant, there are no existing solid wasted currently generated.

Drains and Sumps No Drains No Stumps But the storm water is managed by street flow or surface infiltration. This site area travels to surrounding roadways and the municipal combined sewer system.

Waste Water No Process or sanitary waste water, is on the subject site. Storm water flows to the storm water drains located in the adjacent streets.

Utilities The subject property is vacant as said before. Utilities are not provided.

Wells No wells are reported on or adjacent to the property. Site contacts were not aware of wells at this property.

Pits, Ponds, Lagoons No pits No ponds No Lagoons Were observed on the property.

Other Physical Evidence of Contamination No other physical evidence of contamination.

Conclusions The subject site has no environmental issues. Also no HRECs.
