Herbert Hoover(Republican) preceded him and Harry Truman (Democrat) followed him 5. Were there any unusual circumstances surrounding his ascent to the presidency? If so, describe the situation in specific detail. The inability of the Hoover administration to solve the problems of the Great Depression led to his election.
