PAI Trial using LEHO software Liz Street Network Records Team Manager 2nd July 2003

Contents  Why we got involved  SmallWorld  LEHO trial  Process  Examples  Results  Spin offs

How we became aware of PAI  We attended an Ordnance Survey Utilities Seminar in June 2001 where PAI and Master Map were explained  Our OS Account Manager kept us up to date with PAI progress

Why we got involved  May 2002 we completed conversion of our cable and overhead line assets into SmallWorld GIS  Without applying PAI we would not be able to move to OS MasterMap  Release of PAI tiles has implications for our OS update programme  A costly project would be required to move all assets manually within our GIS to align them with PAI map tiles  Arranged OS presentation to senior management team  Trial of PAI software solution was required to evaluate the cost of realigning our assets  Why LEHO? - Because we wanted software solution that would move our assets within the SmallWorld environment

SmallWorld  Recently completed implementation of GIS which holds a geographic representation of the companies overhead and underground assets at 1:500, 1:2500 & 1:1000 scales  An object orientated database  Compatible with LEHO software

Process  IT support for trial  Sample data files sent to Infomationstechnik Service GmbH (ITS) in Germany  SmallWorld test environment set up for trial  PAI maps loaded into SmallWorld  ITS installed LEHO software and provided onsite assistance  Area to be processed defined  LEHO parameters set and application run  Initial QA showed promising results  Further LEHO customisation followed  Subsequent plots showed excellent results

Area to be processed for PAI is defined

Assets viewed on PAI map pre LEHO - cable positions incorrect

LEHO parameters set and application run

Cable positions now correct relative to PAI map

Illustration of data shift

Poor repositioning of cable assets - prior to PAI & LEHO x y Note the position of the cable between x & y

Poor repositioning of cable assets - post PAI and LEHO x y The cable between x & y will require manual editing

Results  LEHO was run in two test areas and six A0 plots were produced and analysed  750 cable objects identified in one plot area - 4 errors detected  531 cable objects identified in another plot area - 23 errors detected  Worst plot had 4% of objects requiring manual edit  Estimate for post process edit of worst plot = 1 hour for QA and manual edit

 Estimate to move asset data without LEHO for the worst plot = 30 hours  The trial indicated that 98% of assets could be repositioned automatically  A more extensive trial to validate these results will be carried out as more PAI data becomes available  Approximately 57% (7470 tiles) of total old Seeboard Land-Line holding are affected by the PAI programme  Current estimations based on the trial indicate that the overall effort to complete all PAI data moves would be around 131 man days

Spin offs  Opportunity to QA existing data as part of the PAI process  Post PAI - a need for additional LEHO software has been identified. This will be used to move cable assets linked to “in- house” digitised builders plans to their correct position in relation to new OS data  To date the trial has shown LEHO has the potential to change an expensive project into a business process
