 Republic of Srpska has accepted the Bologna sistem of education in 2004, аnd the reform of higher education was established by the Law оn Higher Education in  In order to establish a successful implementation of the European standards, the National Assembly of Republic of Srpska adopted the new Law оn Higher Education in 2010.

 In Republic of Srpska there are two types of higher education insitutions, colleges and universities.  Colleges organize two cycles studies (bachelor/master).  Universities organize three cycles studies (bachelor /master/ doctorate).

Higher education is organized in 3 cycles:  First cycle lasts 3 or 4 years and corresponds to 180 ECTS or 240 ECTS.  Second cycle lasts 1 or 2 years and corresponds to 60 ECTS or 120 ECTS, (together with the first cycle it corresponds to 300 ECTS).  Third cycle lasts 3 years and corresponds to 180 ECTS.

At the time being, the only higher education institution that organizes third cycle of studies in Republic of Srpska, in accordance with Bologna education system, is University of Banja Luka, Faculty of Electrical Engineering.

 Ministry of Education and Culture is responsible for: Coordination and development of higher education in the Republic, Creation of admission policies consistent with the objectives of higher education and labor market needs, License issuance for the higher education institutions in the Republic, Promotion of the integration of teaching and research and the stimulation of research programs at universities and colleges, Advising the Government of Republic of Srpska on number of students to be admitted in the first year of studies, for all three cycles. Advising the Government on tuition fee, for all three cycles.

 The Government decides on: Number of students to be addmited and tuition fee for all three cycles. Provides funds for all three cycles of studies and for research activites.

Higher Education Accreditation Agency in Republic of Srpska  The Agency was founded in March 2011  The main role of the Agency is organization and implementation of the process of external quality evaluation and accreditation of the higher education institutions and their study programs, in accordance with the European standards and procedures.
