Preparing the TWG Final Report: Outline structure agreed on 3rd July (TWG(03)08); Input invited from TWG members; RA collated inputs and prepared early draft; Drafting Group established to develop further draft; Many TWG input papers added as annexes; Current draft posted to TWG server as TWG(07)09

TWG Draft Final Report - Structure Main body of report: Developed using individual contributions, BUT intended as a single cohesive account of TWG findings, and NOT intended as a set of individual “position statements” RA retains final editorial authority. The annexes to the report: Standalone inputs (papers/presentations) to TWG meetings Included entirely at originator’s discretion Not edited by RA

TWG Draft Final Report - Structure The report has nine chapters, essentially: 1.Management Summary 2.Introduction & background 3.Overview of the (VDSL & PLT) technologies 4.Overview of the spectrum 1.6 to 30 MHz 5.Detail of UK allocations 1.6 to 30 MHz 6.Protection requirements of UK radio users 7.Report of field measurements 8.Modelling of “far field” cumulative effects 9.Summary & Conclusions

TWG Draft Final Report - Main Text Input received from: BBC BT RSGB DERA (Qinetiq) WBS nSine Motorola CAA Plus responsible RA Business Units as required FORMED THE DRAFTING GROUP

TWG Draft Final Report - Main Text But whole document continuously reviewed by all members of drafting group

TWG Draft Final Report - Annexes Currently, there are 22 annexes, all of which are earlier TWG input papers, including those from: BBC BT RSGB DERA (Quintetiq) nSine OneLine White Box Solutions Motorola All annexes available previously on TWG server

Purpose of today’s meeting: High level review of current draft; Identify major omissions in context of original TWG Terms of Reference and earlier TWG meetings; Create a major issues list to assist with final draft; Inform drafting group before their consideration of final conclusions; Enable RA to produce final draft report (including conclusions) and post on TWG server for comment.

What we cannot expect to do today: “Sign off” the Final Report (it isn’t complete); Identify all typos and/or grammatical errors (document will be proof read before leaving TWG); Sanction additional TWG work (this is the last meeting); Accept additional annexes
