SIT Technical Workshop Pasadena, California, USA Sept 11-12, 2013 Contents Background and Context (1) GEOGLAM IP and Phasing (1) Draft Strategy Overview (8) Next Steps (1) Framing for CEOS Plenary (3) Discussion Points for Today (1)

SIT Technical Workshop Pasadena, California, USA Sept 11-12, 2013 Background and Context 2013 CEOS Work Plan Section 6.1 “6.1: Decision on whether and how CEOS Agencies may provide coordinated data acquisition support to the GEO Global Agricultural Monitoring (GEOGLAM) initiative.” SIT-28 Action “28-34: The ad hoc team on GEOGLAM to continue their efforts towards a better understanding of the resources required to support GEOGLAM requirements – and report to CEOS Plenary, including any proposed next steps” 2013 Draft Plenary Objective “11. To endorse the GEOGLAM Phase 1 Space Data Acquisition Strategy”

SIT Technical Workshop Pasadena, California, USA Sept 11-12, 2013 GEOGLAM IP and Phasing The GEOGLAM IP was endorsed by GEO ExCom in July Proposes a phased approach Scope of CEOS support being addressed now is for “foundation activities”

SIT Technical Workshop Pasadena, California, USA Sept 11-12, 2013 Draft Strategy In response to 28-34, the CEOS ad hoc WG on GEOGLAM has developed a draft of the CEOS Acquisition Strategy for GEOGLAM Phase 1 To be completed in time for presentation for endorsement at CEOS Plenary

SIT Technical Workshop Pasadena, California, USA Sept 11-12, 2013 The Strategy addresses CEOS support to GEOGLAM “Foundation Activities” Draft Strategy CEOS support divided into Phase 1A and Phase 1B

SIT Technical Workshop Pasadena, California, USA Sept 11-12, 2013 Draft Strategy Spatial and temporal coverage are defined

SIT Technical Workshop Pasadena, California, USA Sept 11-12, 2013 Target Products defined in coordination with the GEOGLAM Task Team are mapped to requirements Draft Strategy

SIT Technical Workshop Pasadena, California, USA Sept 11-12, 2013 Requirements are mapped to proposed core, contributing, and potential data streams Draft Strategy

SIT Technical Workshop Pasadena, California, USA Sept 11-12, 2013 Draft Strategy Data streams are mapped to agencies

SIT Technical Workshop Pasadena, California, USA Sept 11-12, 2013 Core, Contributing and Potential Core Data Streams: Primary source Development Phases (1-3) free and open; operationally may be fee for service depending on need Contributing Data Streams: Secondary source, evaluated in case Core unavailable, or for sampling Development Phases (1-3) free and open; operationally may be fee for service depending on need Potential Data Streams: To be assessed in Phase 2 or 3

SIT Technical Workshop Pasadena, California, USA Sept 11-12, 2013 Draft Strategy Agency endorsement and implementation support will be sought at CEOS Plenary

SIT Technical Workshop Pasadena, California, USA Sept 11-12, 2013 Next Steps Take feedback from the SIT Workshop and finalize the Strategy section and Implementation sections Define a set of Next Steps to recommend to CEOS i.e. consideration for CEOS support to future GEOGLAM Phases Finalize the Strategy in close cooperation with agency representatives on the ad hoc WG Consult with the Principals of agencies implicated by the Strategy to confirm their support

SIT Technical Workshop Pasadena, California, USA Sept 11-12, Framing for CEOS Plenary The CEOS Acquisition Strategy for GEOGLAM Phase 1 will be presented at CEOS Plenary for endorsement If endorsed, the agencies implicated by the strategy will be expected to provide implementation support for the activities described in If not endorsed, CEOS will have to re-consider the nature of its support to GEOGLAM, and GEOGLAM may need to find other ways to secure required satellite data Draft V0.4 of the Strategy was circulated with Workshop materials – final expected by mid-October

SIT Technical Workshop Pasadena, California, USA Sept 11-12, 2013 The CEOS Acquisition Strategy for GEOGLAM Phase 1 will be presented at CEOS Plenary for endorsement If endorsed: Core Data Streams: Provide data for Phase 1 activities and product generation Contributing Data Streams: Provide data for Phase 1 evaluation Potential Data Streams: Consider how to provide data for Phase 2 and/or 3 evaluation Implications of “Endorsement”

SIT Technical Workshop Pasadena, California, USA Sept 11-12, Framing for CEOS Plenary The continuity of the CEOS ad hoc Working Group for GEOGLAM should be addressed by Plenary If the WG continues, its activities will need to be further defined (beyond Phase 1 strategy), and agency support re-confirmed If the WG does not continue, CEOS will re-consider the mechanism used to maintain its support and commitment to GEOGLAM The Working Group is recommending that it be continued, and that agency support be re-affirmed by Plenary

SIT Technical Workshop Pasadena, California, USA Sept 11-12, 2013 Discussion Points for Today Is the phasing of GEOGLAM clear enough and/or articulated clearly enough? Do any of the agencies “implicated” by the strategy have objections? Are there any other links to CEOS activities that should be discussed/considered? Other discussion points?

SIT Technical Workshop Pasadena, California, USA Sept 11-12, CEOS Support JECAM Data Requests

SIT Technical Workshop Pasadena, California, USA Sept 11-12, 2013 JECAM and GEOGLAM JECAM has become the foundation of the R&D component of GEOGLAM JECAM requirements are now considered GEOGLAM requirements Future research-to-operational JECAM activities are in response to the GEOGLAM plan. Upcoming focus for phase 1/2 includes: Step 1 (2013-ongoing). Maintenance of the JECAM network, better coordinating in-situ and satellite data, creation of minimum datasets, and re-focusing efforts towards GEOGLAM requirements Step 2 (2014-ongoing). Identify R&D needs through development of the GEOGLAM R&D science plan. Begin to address GEOGLAM needs through a series of workshops and funded projects o Increased collaboration and data sharing, more cross-cutting research o Examine the role of new satellite platforms in GEOGLAM o Developing area sampling assessment framework Step 3 (late 2014-ongoing). Definition of best practices to advise the construction of the agricultural monitoring system of system in later phases of GEOGLAM (i.e. food insecure nations) 31
